Abstract
Perum Bulog Sub Divisi Regional Palopo sebagai instansi yang bertanggung jawab atas pengelolaan pangan di wilayah Palopo harus memberikan pelayanan pangan yang baik bagi masyarakat dengan mengedepankan Visi yang diemban Perum Bulog adalah "Menjadi Perusahaan pangan yang unggul dan terpercaya dalam mendukung terwujudnya kedaulatan pangan.'' Untuk mengembangkan pelayanan yang lebih baik diperlukan proses perbaikan bisnis secara berkelanjutan antara lain melalui inovasi dan Strategi evaluasi kinerja. Salah satu metode yang dapat digunakan dalam evaluasi kinerja perusahaan adalah Balanced Scorecard (BSC). Balanced Scorecard memberikan kerangka evaluasi kinerja yang lebih komprehensif, seimbang dan terukur sebagai upaya untuk mencapai keunggulan bersaing organisasi perusahaan di era globalisasi yang terus dihadapkan pada perubahan strategi. Selain sebagai alat evaluasi kinerja Balanced Scorecard telah dikembangkan menjadi suatu Sistem Manajemen Strategi. Dengan hasil penilaian model ini, diharapkan Perum Bulog Subdivre Palopo semakin baik dalam melakukan kinerja organisasi. Tujuan penelitian ini adalah untuk mengetahui tingkat kinerja dan kondisi perusahaan dengan menggunakan 4 (empat) perspektif inti dalam Balanced Scorecard yaitu (1) perspektif keuangan, (2) perspektif pelanggan, (3) perspektif proses bisnis internal, (4) perspektif pembelajaran dan pertumbuhan. Hasil evaluasi kinerja pada Perum Bulog Subdivre Palopo tahun 2017 diperoleh hasil kinerja dengan kategori kinerja BAIK dan menunjukkan bahwa Perum Bulog Subdivre Palopo telah mampu melakukan peningkatan kinerja dari tahun sebelumnya. Hasil kinerja ini menunjukkan kinerja yang ada telah seimbang. Keseimbangan tersebut dapat dilihat dari keseimbangan penilaian seluruh perspektif, keseimbangan antara terget dan realisasi, dan keseimbangan nilai antar perspektif.
English Abstract
Perum Bulog Sub Division of Palopo Regional Division as an institution responsible for food management in Palopo region must provide good food service for the society by prioritizing the Vision that Perum Bulog is "Being a superior food company and reliable in supporting the realization of food sovereignty." For developing better services is needed to continuously improve business processes, among others through innovation and performance evaluation strategy. One of the methods that can be used in company performance evaluation is Balanced Scorecard (BSC). The Balanced Scorecard provides a more comprehensive, balanced and measurable performance evaluation framework as an effort to achieve the competitive advantage of corporate organizations in an era of globalization that is constantly faced with strategic change. In addition to the performance evaluation tool Balanced Scorecard has been developed into a Strategic Management System. With the assessment of this model, Bulog Subdivre Palopo is expected to perform better in organizational performance. The purpose of this research is to know the level of performance and condition of company by using 4 (four) core perspective in Balanced Scorecard that is (1) financial perspective, (2) customer perspective, (3) internal business process perspective, (4) learning and growth perspective . Performance evaluation results at Bulog Subdivre Palopo Perum in 2017 obtained performance results with the category of performance GOOD and shows that Perum Bulog Subdivre Palopo has been able to improve performance from the previous year. The results of this performance indicate that the existing performance has been balanced. The balance can be seen from the balance of the whole perspective assessment, the balance between terget and realization, and the balance of values between perspectives.
