Abstract
China merupakan emerging country yang sedang meningkatkan aktivitas alokasi bantuan luar negerinya ke negara negara penerima. Salah satu negara penerima bantuan luar negeri China adalah Belarus, negara strategis bagi China di Eropa Timur. Total alokasi bantuan luar negeri China ke Belarus meningkat secara signifikan di tahun 2009-2013. Peningkatan bantuan China secara signifikan ke Belarus dilakukan pada saat Belarus sedang mengalami permasalahan ekonomi akibat krisis tahun 2008- 2009, serta adanya permasalahan politik domestik Belarus saat pemilihan presiden tahun 2010 yang menyebabkan Belarus mendapatkan sanksi negara donor lainnya akibat pelaggaran HAM yang dilakukan Pemerintah Belarus. Penulis akan membahas mengenai motif motif yang melatarbelakangi peningkatan jumlah bantuan luar negeri China ke Belarus dengan menggunakan konsep Motif Alokasi Bantuan Luar Negeri dari David Sogge. Motif dominan yang dimiliki China akan dianalisis melalui tiga variable motif yaitu motif politik, motif ekonomi dan motif kemanusiaan.
English Abstract
China is an emerging country that increasing its foreign aid allocation activities to recipient countries. One of the recipient countries of China's foreign aid is Belarus, a strategic country for China in Eastern Europe. The total amount of China's foreign aid allocation to Belarus increase significantly in 2009-2013. Significant increase Chinese aid to Belarus occurred when Belarus had economic problems due to 2008-2009 crisis and Belarus domestic political problems during the 2010 presidential election that caused Belarus get sanctions from other donors due to human rights violations committed by the Belarusian Government. The author will discuss the motive behind the increase in the number of Chinese foreign aid to Belarus by using the concept of the Foreign Aid Allocation Motive from David Sogge. The dominant motive by China will be analyzed through three motive variables i.e political motives, economic motives and humanitarian motives.
