Abstract
Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Penelitian ini bertujuan untuk meneliti bagaimana implementasi whistleblowing system sebagai upaya pencegahan, pemberantasan korupsi serta peningkatan good government governance. Objek penelitian ini adalah Dinas Perhubungan Kabupaten Kebumen. Data yang digunakan adalah data primer. Data dikumpulkan dengan metode wawancara mendalam (in depth interview). Hasil penelitian menunjukkan bahwa implementasi whistleblowing system pada Dinas Perhubungan Kabupaten Kebumen belum sesuai dengan pedoman Komite Kebijakan Nasional Governance. Implementasi whistleblowing system belum diketahui oleh semua pegawai dan masyarakat. Selain itu, belum adanya kepastian mengenai prosedur pelaporan, jenis tindakan yang dapat dilaporkan dan tindaklanjut laporan serta perlindungan kepada whistleblower menunjukkan bahwa implementasi whistleblowing system belum efektif. Implementasi whistleblowing system yang tidak efektif tersebut tidak dapat memberikan kontribusi dalam pencegahan, pemberantasan korupsi serta upaya peningkatan good government governance. Penerapan whistleblowing system di Dinas Perhubungan Kabupaten Kebumen masih perlu diperbaiki.
English Abstract
This is a qualitative study with a case study approach. This study examines the implementation of whistleblowing system to prevent corruption, eradicate corruption and improve good government governance. The object of this study is Department of Transportation in Kebumen, Central Java. This study used primary data. The data were collected using in-depth interviews. The result show that implementation of whistleblowing system at Department of Transportation Kebumen is not yet correspondent to the National Committee on Governance guidelines. The implementation is still unknown by public and employee. However, lack of certainty on reporting procedures, fraud that can be reported, the process after reporting and protection to whistleblower shows that implementation of whistleblowing system is not effective. The ineffective implementation of whistleblowing system can not contribute in preventing, eradicating corruption and improving good government governance. The implementation of the whistleblowing system in Department of Transportation Kebumen needs to be improved.
