Abstract

Pada tanggal 25 Maret 2015, kantor berita Associated Press merilis sebuah berita berjudul “AP Investigation: Slaves may have caught the fish you bought” yang menguak praktik perdagangan manusia oleh PT PBR di Benjina, Aru Tengah, Maluku, Indonesia. Ratusan Anak Buah Kapal pria asal Thailand, Myanmar, Laos dan Kamboja terjebak menjadi korban perdagangan manusia di wilayah tersebut. Penanganan korban perdagangan manusia terhadap ABK asing ini dianalisis menggunakan Framework for Action Trafficking in Persons yang dipublikasikan oleh UNODC pada tahun 2009 dan diteliti menggunakan metode penelitian kualitatif serta jenis penelitian deskriptif. Kerangka kerja tersebut terdiri atas 5P atau lima pilar yang dibutuhkan untuk merespon tindak kejahatan perdagangan manusia secara efektif dan komprehensif, yakni, prosecution, protection, prevention, national cooperation/ coordination, dan international cooperation/ coordination.

English Abstract

On March 25, 2015, the Associated Press released a news titled "AP Investigation: Slaves may have caught the fish you bought" which revealed the practice of human trafficking by PT PBR in Benjina, Central Aru, Maluku, Indonesia. Hundreds of male fishermen from Thailand, Myanmar, Laos and Cambodia were trapped as victims of human trafficking. The assistance given to the victims of trafficking in this case will be analyzed using the Framework for Action Trafficking in Persons published by UNODC in 2009 and examined using qualitative research methods and descriptive research types. The framework consists of 5P or five pillars needed to respond to human trafficking crimes effectively and comprehensively, namely, prosecution, protection, prevention, national cooperation / coordination, and international cooperation / coordination.
