Abstract
India merupakan negara donor baru dan menjadi yang terbesar di kawasan bagi Afghanistan. India secara konsisten mendukung Afghanistan dalam membantu membangun kembali negaranya pasca jatuhnya Taliban pada tahun 2001. Hubungan kedua negara semakin erat ditandai dengan ditandatangani Strategic Partnership Agreement (SPA) antara India dan Afghanistan. Strategic Partnership Agreement (SPA) merupakan perjanjian pertama yang ditandatangani oleh Afghanistan dengan negara lain pasca jatuhnya Taliban. Dengan perjanjian ini, India berkomitmen untuk membantu membangun kembali Afghanistan pasca jatuhnya Taliban dan juga meningkatkan kerjasama kedua negara dalam bidang politik, keamanan, perdagangan dan ekonomi, pengembangan sumber daya manusia, pendidikan, sosial, budaya. Penelitian ini menggunakan teori Aid Allocation Motives milik Maria Andersson yang mana terdapat enam motif yang melatarbelakangi suatu negara dalam mengalokasikan bantuan luar negerinya kepada negara lain. Bantuan luar negeri yang diberikan India kepada Afghanistan dilatarbelakangi oleh motif strategis dalam hal tujuan geopolitik dan geostrategis India di kawasan Asia Selatan dan sekitarnya kemudian motif identitas dimana India sebagai negara emerging donor mampu memberikan bantuan luar negeri secara konsisten dan memiliki pengaruh di kancah internasional.
English Abstract
India is a new donor countries and become the largest in the area of South Asia for Afghanistan. India consistently supports Afghanistan in helping to rebuild Afghanistan's past the after the fall of the Taliban in 2001. The relationship of the two countries is increasingly closely marked by signing a Strategic Partnership Agreement (SPA) between India and Afghanistan. Strategic Partnership Agreement (SPA) is the first treaty that signed by Afghanistan with the another country post of the fall of the Taliban. With this agreement, India is committed to helping rebuild Afghanistan's post Taliban's fall and also the two countries enhance cooperation in the fields of politics, security, trade and economics, human resource development, education, social, and cultural. This research uses the theory of Aid Allocation Motives belonging to Maria Andersson who where there are six aspects influenced the motives of a country in allocating foreign aid to other countries. Foreign aid given to Afghanistan by India, distributed by strategic motives in terms of geopolitical objectives and geostrategic of South India in Asia and beyond and then identity motive where India as emerging donor countries capable of providing foreign aid is consistent and have influence in the international arena.
