Abstract
Kajian penelitian ini menjelaskan bahwa kedaulatan rakyat atas air merupakan prinsip dari kandungan amanah PP Nomor 121 Tahun 2015, hal yang serupa juga disebutkan dalam PERDA Kabupaten Tuban Nomor 13 Tahun 2015 yang menyebutkan bahwa pengelolaan air bertujuan untuk memenuhi kebutuhan masyarakat. Penelitian menggunakan metode kualitatif deskriptif dan teori implmentasi kebijakan George C. Edwards yang menjelaskan bagaimana komunikasi antar birokrasi, wewenang pemerintah, dan sumber-sumber atau sumber daya. Hasil dari penelitian ini pemerintah daerah menyadari bahwa sumber daya air merupakan sektor yang memberikan dampak paling besar bagi pendapatan ekonomi masyarakat. Namun, kedaulatan rakyat atas air tidak terpenuhi karena adanya komunikasi birokrasi yang kurang harmonis yang menyebabkan penyampaian informasi terkait kebijakan antar birokrat tidak sampai pada masyarakat. Jaminan kedaulatan rakyat atas air juga terhambat pada pola perizinan di pasal 20 PP Nomor 121 Tahun 2015 yang tidak dapat berjalan sesuai dengan peraturan pasal tersebut.
English Abstract
This research is trying to explain that sovereignty of the people upon water as the part of Tuban’s Government Rule Number 121 in 2015. There’re similar things also mentioned in the Goverment Rules of Tuban City Number 13 in 2015 which is water management aims to fulfill the needs of the society. This research is using descriptive qualitative method and the theory of policy implementation by George C. Edwards that describe about how the communication between the bureaucracy, the government’s authority, and the water resources or natural resources. The result of this research is local goverment realized that water resource constitute a sector that provides the greatest impact for the society’s economic income. However, people’s sovereignty over water are not really met due to a less bureaucratis communication that lead to the delivery of policy-related information between bureaucrats not to the community. The guarantee of people’s sovereignty over water also hampered under the licensing patterns section 20 in the Government Rules of Tuban City Number 121 in 2015 which can’t run in accordance with the article’s regulations.
