Abstract
Permasalahan Transportasi muncul bersamaan dengan proses pembangunan Kota dan pertambahan jumlah penduduk. Beberapa permasalahan tersebut diantaranya adalah kemacetan, penyediaan transportasi umum yang layak dan ketersediaan dan pengelolaan lahan parkir yang baik. Belum maksimalnya upaya pemerintah dalam pengelolaan tata ruang khususnya untuk menyediakan transportasi umum yang aman, nyaman dan lancar ditambah dengan kebutuhan mobilitas masyarakat yang semakin tinggi mendorong masyarakat menggunakan kendaraan pribadi sehingga permasalahan kemacetan dan kebutuhan lahan parkir juga semakin meningkat Permasalahan yang sama juga dialami oleh Kota Malang, oleh karna itu Pemerintah Kota Malng harus siap mengatasi segala kebutuhan transportasi selain moda transportasi tentunya keberadaan akan lahan parkir juga harus diperhatikan dikarnakan tingkat volume kendaran yang terus meningkat di Kota Malang. jumlah kendaraan bermotor di Kota Malang terus mengalami pertumbuhan tiap tahun. Jumlah pertumbuhan motor rata-rata sebesar 12% setiap tahun. Sedangkan mobil antara 3-4% tiap tahun. yang akan berpengaruh terhadap masalah Penyediaan Parkir kendaraan di pusat Kota Malang. Masalah yang dihadapi pusat kota Malang saat ini adalah bagaimana mengatasi akumulasi parkir kendaraan, suatu cara pendekatan yang paling efisien. Kebutuhan parkir kendaraan di pusat kota Malang menunjukkan adanya kekurangan penyediaan ruang parkir serta penyediaan lokasi yang cocok pada daerah tersebut. Hal tersebut disebabkan oleh karena kapasitas ruang parkir yang tersedia saat ini tidak mampu lagi menampung kendaraan yang parkir di pusat-pusat kota, sehingga sering menimbulkan masalah lalu lintas dan perparkiran. Selain masalah kurangnya lahan parkir, masalah parkir yang ada di Kota Malang adalah banyaknya parkir liar yang tidak berkarcis membuat pendapatan daerah yang bersumber dari retribusi daerah menjadi berkurang oleh karna itu penulis tertarik mengangkat pembahasa tentang “TATA KELOLA PARKIR DAN RETRIBUSI DI KOTA MALANG”. Sebagaimana penulis menjabarkan beberapa masalah transportasi yang terjadi di Kota Malang.
English Abstract
Transportation problems arose simultaneously with the City's development process and population growth. Some of these problems include congestion, the provision of adequate public transport and the availability and management of good parking lots. The government has not maximized the effort in spatial management especially to provide public transportation that is safe, comfortable and smoothly coupled with the increasing mobility of the society encourage people to use private vehicles so that problems of congestion and the need for parking lots also increased The same problem is also experienced by the city of Malang, because the Malang City Government must be ready to overcome all the needs of transportation in addition to the mode of transportation of course the existence of parking lots should also be considered because of volume level increasing vehicles in Malang. by that Malang City Government must be ready to overcome all the transportation needs in addition to the mode of transportation of course the existence of the parking lot should also be noted because of level of vehicle volume continues to increase in the city of Malang. the number of motor vehicles in Malang continues to grow every year. The average amount of motor growth is 12% every year. While the car between 3-4% each year. which will affect the problem of Parking Parking Provision in downtown Malang. The problem faced by downtown Malang today is how to overcome vehicle parking accumulation, a most efficient way of approach. Vehicle parking requirements in downtown Malang indicate a shortage of parking spaces and the provision of suitable locations in the area. This is because the capacity of available parking space is currently no longer able to accommodate vehicles parked in the city centers, so that often cause traffic and parking problems. In addition to the problem of the lack of parking space, the problem of parking in the city of Malang is the number of illegal parking that does not have the effect of making local revenue sourced from local retribution to be reduced by the writer is interested in raising the lecture about ” GOVERNMENT PARKING AND RETRIBUTION IN MALANG CITY ". As the authors describe some transportation problems that occurred in the city of Malang.
