Abstract

Pelayanan perizinan di Indonesia masih sering memiliki kendala dalam pelaksanaannya. Hal tersebut juga terjadi di DKI Jakarta yang merupakan ibukota dan pusat perekonomian negara Indonesia. Banyaknya pemohon dalam melakukan perizinan memunculkan suatu inovasi dalam mempermudah proses pelayanan. Dinas Penanaman Modal dan Pelayan Terpadu Satu Pintu memunculkan gagasan baru yaitu Antar Jemput Izin Bermotor (AJIB). Program ini dibuat untuk memudahkan pemohon (masyarakat) di dalam melakukan pelayanan perizinan. Melalui program ini pemohon tidak datang ke kantor untuk mengurus berkas perizinan. Inovasi program ini muncul karena penyelenggaraan pelayanan seringkali memiliki kendala yaitu prosedur berbelit, antrian panjang, dan maraknya praktik percaloan dan pungutan liar. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Peneliti melakukan wawancara dengan narasumber pelaksana dalam program AJIB untuk mengetahui bagaimana pelaksanaan inovasi pemerintah daerah yang dikembangkan DPMPTSP dan diperkuat melalui observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa program ini sangat membantu di dalam pelaksanaan pelayanan perizinan yang diberikan DPMPTSP. Inovasi AJIB mengacu pada new public service karena mengutamakan kepentingan masyarakat. Prosedur yang ditawarkan dalam pemesanan pelayanan AJIB merangkul semua kalangan karena dapat dipesan melalui berbagai channel. Persyaratan yang harus disiapkan oleh pemohon juga sangat mudah yaitu memiliki NIK dan berdomisili di DKI Jakarta. Waktu penyelesaian pelayanan sangat cepat sekitar 30 menit untuk waktu jemput dan antar karena petugas telah dibagi sesuai dengan wilayah kota yang ada di DKI Jakarta. Tidak ada penambahan biaya yang harus dikeluarkan pemohon untuk mendapatkan pelayanan melalui program ini, hanya saja retribusi masih dikenakan untuk perizinan yang memang dikenakan retribusi yang telah ditetapkan oleh peraturan yang berlaku. Program AJIB memiliki faktor pendukung yang membuat pelayanan berjalan maksimal seperti kepemimpinan, budaya organisasi serta kualitas pegawai yang baik, walaupun masih terdapat hambatan yang menyertai di dalam pelaksanaannya.

English Abstract

Licensing services in Indonesia still often have obstacles in the implementation. It also happens in DKI Jakarta which is the capital and economic center of Indonesia. The number of applicants in licensing raises an innovation in facilitating the service process. Department of Investment and Integrated OneDoor Service brought up a new idea that is the Transfer of Motor License (AJIB). This program is designed to facilitate the applicant (community) in conducting the licensing service. Through this program the applicant does not come to the office to take care of the permissions file. Innovation of this program arises because the provision of services often have obstacles that are convoluted procedures, long queues, and the rampant practice of brokering and illegal fees. This research is a descriptive research with qualitative approach. The researchers conducted interviews with resource persons in the AJIB program to find out how the implementation of local government innovations developed Department of Investment and Integrated One-Door Service and strengthened through observation and documentation. The results of this study indicate that this program is very helpful in the implementation of licensing services provided Department of Investment and Integrated One-Door Service. Innovation AJIB refers to the new public service because it prioritizes the public interest. The procedures offered in ordering AJIB services are all-round as they can be ordered through multiple channels. Requirements that must be prepared by the applicant is also very easy that has a NIK and domiciled in DKI Jakarta. The completion time of service is very fast about 30 minutes for pickup and delivery time since the officer has been divided according to the city area in DKI Jakarta. There is no additional fee that must be paid by applicant to get service through this program, but retribution is still charged for licensing that is indeed imposed retribution which has been stipulated by the applicable regulation. The AJIB program has a supportive factor that enables maximum service such as leadership, organizational culture and good employee quality, although there are still obstacles to the implementation.
