Abstract

Seiring dengan dikeluarkannya beberapa perundang-undangan yang mengatur tentang desa seperti UU Nomor 22 th 1999 yang kemudian disempurnakan dengan UU Nomor 32 th 2004 dan yang terbaru UU Nomor 23 th 2014 tentang pemerintahan daerah, memberikan landasan yang kuat bagi desa dalam mewujudkan “Independent Comunity” yaitu desa dengan masyarakatnya berhak bicara atas kepentingan masyarakatnya sendiri. Desa berhak dan bertanggungjawab atas perkembangan wilayahnya. dalam hal ini tentunya bersangkutan dan berkaitan erat dengan aspek pembangunan desa konsep pembangunan desa yang perlu di pertimbangkan adalah bahwa pembangunan desa haruslah ditujukan pada terciptanya pembangunan yang berlanjut. Dalam rangka melaksanakan pembangunan, Pemerintah Desa Landungsari Kecamatan Dau Kabupaten Malang mendirikan sebuah Pasar Desa sebagai sarana untuk mencapai tujuan daripada pembangunan desa. Keberadaan Pasar Desa Landungsari diharapkan mampu meningkatkan beberapa aspek di desa seperti pertumbuhan ekonomi, pertumbuhan SDM, dan lain sebagainya. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif, serta menggunakan teori Administrasi Publik, Administrasi Pembangunan, Teori Pembangunan, Pengelolaan, Konsep Dasar Partisipasi. Fokusnya adalah melihat bagaimana pengelolaan Pasar Desa Landungsari demi menunjang pembangunan Desa Landungsari dengan menggunakan teori partisipatif sebagai landasan. Lokasi penelitian di Kabupaten Malang dengan situs di Desa Landungsari Kecamatan Dau. Sumber data berasal dari sumber data primer yang didapat dari hasil wawancara, observasi, dan dokumentasi. Teknik pengumpulan data dilakukan dengan cara trianggulasi data, menempatkan peneliti sebagai instrumen utama. Sedangkan data yang diperoleh dianalisa menggunakan model analisa data Miles dan Huberman. Hasil penelitian menunjukkan bahwa keberadaan Pasar Landungsari sebagai wadah yang mendukung pencapaian tujuan dari pembangunan desa Tidak berfungsi sebagai mana mestinya. Proses Pengawasan juga berjalan tidak optimal dikarenakan permasalahan internal panitia pengelola pasar. Dengan kata lain pengelolaan Pasar Desa Landungsari tidak sesuai. Kegagalan ini dapat disebabkan konsep control top-bottom yang tidak relevan dengan kondisi masyarakat dan menjadikan masyarakat sebagai obyek pembangunan. Alangkah lebih baiknya jika perangkat desa dan panitia pengelola pasar desa menggunakan konsep partispasi masyarakat. Dimana perangkat desa dan panitia pengelola pasar memberikan kesempatan untuk membuka aspirasi masyarakat atau pedagang Desa Landungsari dengan memulai pembangunan bottom-up.

English Abstract

Along with the release of some of the legislations which governs the village such as UU No 22 year 1999, which was later refined by UU No. 32 year 2004 and the most recently UU No. 23 year 2014 about local government, it provides a strong foundation for the country in realizing the "Independent Comunity" of the village with the community which have a right to speak for the interests of their own people. The village has the right and responsibility for the development of their territory. In this case, of course, it is concerned and closely related to the rural development aspects. The concept of rural development which needs to take as concideration is that the development of the village must be aimed at the implementation of sustainable development. In an attempt to do a development, the village government of Landungsari, Dau Subsdistrict Malang has established a Village Market as a means to reach the goals of the village development. The presence of the Village Market Landungsari is expected to improve several aspects in the village, such as economic growth, the growth of human resources, etc. This research uses descriptive method with a qualitative approach, and also uses the theory of Administrative Development, Development, and Management. The focus of the study is to find how the management of the Landungsari Village Market can give support to the village development which is fundamentally looked from the perspective of participatory theory. The research location is in Malang Regency with the site in the Dau Village, Subdistrict of Landungsari. Source of data were derived from primary data source which were obtained from interviews, observation, and documentation. Data was collected by means of triangulation of data, put the researcher as the main instrument. While, the data obtained were analyzed using data analysis models from Miles and Huberman. The results showed that the presence of Landungsari market as an institution that supports the achievement of the objectives of rural development is not functioned as it should be. At the process of formulating the market, the chief of the village did not involve the sociaety as a means of community participation, instead the decision was derived from the Market Management Committee which was formed and accepted by the chief of the village. The supervision process also does not run optimally due to the problems of internal market management committee. In other words, the management of the Village Market Landungsari is not appropriate. This failure can be due to a top-bottom control concepts that are not relevant to the conditions and it makes the community as objects of development. It would be much better if the village committee and the village market management use the concept of public participation, in which the village and the market management committee provide an opportunity to open the aspirations of the community or village traders of Landungsari to start a bottom-up development.
