Abstract
Pendidikan merupakan pilar yang sangat fundamental bagi peningkatan daya saing suatu bangsa. Salah satu langkah yang dimaksud adalah dengan disahkannya Undang-undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional yang mengatur pengelolaan pendidikan berdasarkan tingkat Pemerintahan, yaitu Pemerintah pusat, Pemerintah Provinsi, dan Pemerintah Kabupaten/Kota. Peraturan Daerah No. 16 tahun 2012 memperkuat kebijakan penyelenggaran pendidikan melalui program BOPDA yang diselenggarakan Pemerintah Kota Surabaya diambil dari APBD. Undang-undang no. 23 tahun 2014 terbit yang menyebutkan sekolah jenjang menengah dialihkan kewenangannya ke Pemerintah Provinsi yang menyebabkan berhentinya dana BOPDA bagi SMA/SMK. Dengan gambaran umum program BOPDA, dampak langsung dan tidak langsung, dan perencanaan Dinas Pendidikan Provinsi Jawa Timur. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif di Kota Surabaya dengan Situs Dinas Pendidikan Kota Surabaya, SMA 16, SMA 10, SMK 1, SMK 3 Kota Surabaya dan Dinas Pendidikan Provinsi Jawa Timur. Sumber data berasal dari data primer dan data skunder dengan menggunakan teknik wawancara, observasi, dan dokumentasi. Serta instrument yang digunakan yaitu peneliti sendiri, pedoman wawancara, dan pedoman lainnya. Selanjutnya, penelitian ini menggunakan analisis data model Spradley. Pengalihan kewenangan SMA/SMK ke Pemerintah Provinsi membuat Pemerintah Surabaya tidak bisa mendanai siswa SMA/SMK di Surabaya. Siswa SMA/SMK sangat keberatan jika harus membayar SPP kembali, besarnya biaya SPP yang membuat siswa SMA/SMK terbebani. Para wali murid beranggapan besarnya biaya SPP harus membuat mereka bekerja lebih ekstra. Tidak hanya siswa dan wali murid yang menyesalakan berhentinya program BOPDA, beberapa sekolah SMA juga merasakan dampaknya. Pendapatan SMA menjadi berkurang dan beban semakin naik.
English Abstract
Education is a pillar that is fundamental to the competitiveness of the nation. One such step is the illegitimacy No. 20/2003 about National Education System that regulates Education, Government, Central Government, and Regency / City Government. Local Regulation no. 16 of 2012 strengthens the policy of education delivery through BOPDA program organized by the Government of Surabaya City taken from APBD. illegitimacy No. 23/2014 which states that middle schools transferred their authority to the Provincial Government causing the cessation of BOPDA funds for Senior High School / Vocational High School. With an overview of the BOPDA program, the direct and indirect impacts, and the planning of the East Java Provincial Education Office. Method of research was descriptive with qualitative approach in Surabaya City. The site of research was the Surabaya city education office, senior high school 10 Surabaya, senior high school 16 Surabaya, vocational high school 1 Surabaya, vocational high school 3 Surabaya, and East Java education office. Source of data included primary and secondary, and these data were collected through interview, observation and documentation. Research instrument was the author, manual of interview, and other guidance. This research used a model of Spradley. The transfer of authority of Senior Highr School/Vocational High School to the Provincial Government made the Government of Surabaya unable to payment of student Senior High School/Vocational High School students in Surabaya. Senior High School / Vocational High School students are very reluctant if they have to pay of school is back, the amount of tuition fees that make high school / vocational students object. The guardian of the students assume the cost of operational school should make them extra work. Not only students and guardians who regret the cessation of BOPDA programs, some Senior High School feel the impact too. Income Senior High School from student becomes reduced and the burden of increasing.
