Abstract
Sektor Industri pariwisata terus mengalami peningkatan dari tahun ke tahun, peningkatan sektor industri pariwisata tersebut secara langsung juga akan meningkatkan usaha bidang jasa biro perjalanan wisata, termasuk di Kota Surabaya. Dengan munculnya tren tersebut, maka akan menimbulkan dampak positif maupun negatif bagi para pelaku bidang industri pariwisata maupun masyarakat. Salah satu dampak negatif adalah munculnya usaha-usaha yang tidak memiliki izin usaha. Oleh karena itu diperlukan analisis dampak dari keberadaan usaha-usaha ilegal tersebut, agar tidak merusak perkembangan industri pariwisata khususnya biro perjalanan wisata. Sehingga peneliti mengangkat judul “Analisis Dampak Keberadaan Biro Perjalanan Wisata Ilegal pada Biro Perjalanan Wisata Resmi di Kota Surabaya”. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dengan satu rumusan masalah yaitu bagaimana dampak keberadaan biro perjalanan wisata ilegal pada biro perjalanan wisata resmi di kota Surabaya?. Sumber data diperoleh dari informan, obsersvasi, dokumen dan juga dokumentasi. Analisis data menggunakan empat tahap yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa (1) setiap pelaku usaha khususnya biro perjalanan wisata harus mendaftarkan usahanya sesuai dengan Peraturan Menteri No.18 Tahun 2016. (2) pelaku usaha ilegal tidak mendaftarkan usaha sesuai peraturan dikarenakan faktor modal, belum memenuhi persyaratan, dan kepercayaan pelanggan yang cukup tinggi. (3) pemerintah setempat hanya menegur dan memberi himbauan bagi pelaku usaha yang tidak memiliki izin usaha. (4) dampak keberadaan biro perjalanan wisata ilegal membuat tumbuhnya persaingan yang tidak sehat, selain itu dapat merusak citra biro perjalaan wisata apabila pelayanan yang diberikan tidak sesuai dengan standar bahkan merugikan dan menipu pelanggan. Berdasarkan uraian, peneliti memberi rekomendasi kepada pihak Dinas Kebudayaan dan Pariwisata Kota Surabaya selaku pemerintah daerah, biro perjalanan wisata ilegal selaku pelaku usaha yang melanggar peraturan, juga bagi masyrakat yang akan menggunakan biro perjalanan wisata.
English Abstract
Tourism industry sector continues to increase from year to year, the increase of tourism industry sector will also directly increase the business field of travel agency services, including in the city of Surabaya. With the emergence of these trends, it will have a positive and negative impact for the perpetrators of the tourism industry and the community. One negative impact is the emergence of businesses that do not have a business license. Therefore it is necessary to analyze the impact of the existence of these illegal businesses, so as not to damage the development of the tourism industry, especially travel agents. So the researchers lifted the title "Analysis of the Impact of Illegal Travel at Official Travel in Surabaya City". This research uses descriptive method with qualitative approach with one problem formulation that is how impact of existence of illegal tour travel at official travel in Surabaya city ?. Source of data obtained from informants, observation, document and also documentation. Data analysis uses four stages: data collection, data reduction, data presentation, and conclusion. The result of the research showed (1) every business actor, especially travel agent must register his business in accordance with Ministerial Regulation No.18 of 2016. (2) illegal business actors do not registered business according to the regulations due to capital factors, not meet the requirements, and customer trust is high enough. (3) the local government only reprimands and gived an appeal to business actors who do not have a business license. (4) the impact of the existence of illegal travel bureau makes the growth of unhealthy competition, besides it can damage the image of tourist travel bureau if the services provided are not in accordance with the standard even detrimental and deceive customers. Based on the description, the researcher gives recommendation to the Department of Culture and Tourism of Surabaya City as the local government, illegal travel agency as a business actor in violation of the regulation, also for the society that will use the travel agent.
