Abstract
Tujuan dari penelitian ini adalah untuk mengetahui pengaruh dari budaya or-ganisasi dan kebijakan pemerintah terhadap kinerja usaha dari KUD di Provinsi Bali serta peranan dari orientasi kewirausahaan sebagai pemediasi hubungan-hubungan yang terbentuk. Secara spesifik, budaya organisasi yang diteliti adalah budaya orga-nisasi yang dilandasi oleh filosofi Catur Purusartha, sebuah filosofi berbasis Hindu. Penelitian ini dirancang menggunakan kombinasi dari pendekatan confirmatory de-ngan explanatory, dengan data yang digunakan berasal dari 73 Koperasi Unit Desa (KUD) melalui metode survei. Analisis data dilakukan menggunakan Partial Least Square dengan perangkat lunak yang dipilih adalah SmartPLS versi 2.0. Hasil penelitian menunjukkan bahwa budaya organisasi yang dikembangkan para manajer atau pengurus KUD di Provinsi Bali yang dilandasi oleh filosofi Catur Purusartha secara signifikan mempengaruhi orientasi kewirausahaan dan kinerja usaha KUD di Provinsi Bali. Meskipun demikian, kemampuan budaya organisasi yang dilandasi oleh filosofi Catur Purusartha untuk meningkatkan kinerja usaha KUD di Provinsi Bali lebih rendah dibandingkan dengan pengaruh dari kebijakan pemerin-tah. Hal ini disebabkan indikator-indikator budaya organisasi belum mampu bersi-nergi secara optimal dengan indikator-indikator dari kinerja usaha KUD. Selain itu, kebijakan pemerintah terbukti signifikan mempengaruhi kinerja usaha KUD di Provinsi Bali di mana melalui peningkatan kualitas kebijakan distributif dan kebijakan regulatif pemerintah, mampu mendorong peningkatan kinerja usaha KUD. Meskipun demiki-an, kebijakan pemerintah tidak memiliki pengaruh yang nyata terhadap peningkatan orientasi kewirausahaan para manajer atau pengurus KUD. Peranan mediasi dari orientasi kewirausahaan hanya terbukti signifikan pada hubungan antara budaya organisasi dengan kinerja usaha, sedangkan pada hubungan antara kebijakan peme-rintah dengan kinerja usaha peranan ini tidak signifikan. Keterbatasan utama penelitian ini terletak pada pengukuran orientasi kewira-usahaan yang dielaborasi hanya dengan menggunakan tiga indikator yaitu sikap pro-aktif, sikap inovatif, dan keberanian untuk mengambil risiko, yang ternyata kurang sejalan dengan indikator-indikator penyusun budaya organisasi berdasarkan Catur Purusartha yang menyeimbangkan antara pemenuhan kebutuhan duniawi (artha dan kama) dengan rohani (dharma dan moksa). Demikian pula indikator-indikator kinerja usaha KUD yang digunakan ternyata juga belum mampu untuk bersinergi dengan indikator-indikator budaya organisasi. Temuan ini mengarah kepada adanya peluang untuk mengelaborasi pendapat dari Edelman et al. (2002) yang menyatakan diperlu-kannya kesesuaian antara sumberdaya organisasi – di mana budaya organisasi me-rupakan salah satu bentuk sumberdaya tak berwujud dengan dimensi kinerja usaha melalui penelitian lanjutan.
English Abstract
The purpose of this study was to determine the effect of organizational culture and govern-ment policy towards business performance of village unit cooperatives (KUD) in the pro-vince of Bali and the role of entrepreneurial orientation as a mediator for the relationships that are formed. Specifically, the study of organizational culture is the culture which based on the philosophy of Catur Purusartha, a Hindu-based philosophy. The study was desig-ned using a combination of confirmatory with explanatory approach, with the data used came from 73 cooperatives through survey methods. Data analysis was performed using the Partial Least Square Path Modeling (PLS-PM). The results showed that organizational culture developed by the managers or administra-tors KUD in Bali Province which is based on the philosophy of Catur Purusartha significan-tly influence entrepreneurial orientation and business performance of village cooperatives in the province of Bali. The increasing of Catur Purusartha`s implementation can improve the entrepreneurial orientation of managers or administrators KUD. This is caused by skin-fold between organizational culture indicators with indicators on business performance of KUD. In addition, government policies proven to significantly effect the performance of business cooperatives in the province of Bali where the increasing of quality distributive policies and government regulatory policies, able to drive business performance of KUD. Nevertheless, both types of policies as reflection of government policy in the empower-ment and strengthening the village unit cooperatives at Bali Province, has no significant effect on increasing the entrepreneurial orientation of the managers or administrators of KUD. Mediating role of entrepreneurial orientation only proved significant on the relation-ship between organizational culture with business performance, while the relationship between government policy to business performance is not significant. The main limitation of research is on entrepreneurial orientation measurements which are elaborated only by using three indicators, namely proactive attitude, innovative attitude and courage to take risks that were not in line with the indicators making up organizational culture based on Catur Purusartha that put the balance between worldly needs satisfaction (artha and kama) and spiritual needs (dharma and moksha). Similarly, business perfor-mance indicators used was also not able to synergize with indicators of organizational cul-ture. These findings led to the opportunity to elaborate the opinion of Edelman et al. (2002) which states its required the fitness between organizational resources – where the organi-zational culture is one of the intangible sources – and dimensions of business performan-ce through further research
