Abstract
Penelitian ini mengkaji fenomena hubungan antar penerapan teknologi informasi dengan kinerja instansi Pemerintah Provinsi Papua yang memiliki unit-unit kerja layanan terintegrasi sebagai wujud implementasi pengembangan e-government guna mencapai good governance . Tujuan penelitian adalah untuk mengkaji bahwa: Peningkatan pengelolaan Relatedness teknologi informasi dapat meningkatkan kinerja organisasi; Peningkatan pengelolaan Relatedness teknologi informasi dapat meningkatkan strategi Outsourcing teknologi informasi; Peningkatan strategi Outsourcing teknologi informasi dapat meningkatkan kinerja organisasi; Peningkatan pengelolaan Relatedness teknologi informasi dapat meningkatkan Kemampuan Manajemen Pengetahuan; Peningkatan Strategi Outsourcing Teknologi Informasi dapat meningkatkan Kemampuan Manajemen Pengetahuan; dan Peningkatan kemampuan manajemen pengetahuan dapat meningkatkan kinerja organisasi. Penelitian ini menggunakan pendekatan kuantitatif dengan menggunakan metode survey melalui kuesioner dan didukung wawancara untuk mendukung hasil analisis statistik. Populasi penelitian adalah seluruh instansi SKPD/dinas dengan teknik Purposive Sampling sebanyak 106 instansi SKPD/Biro/Badan/Kantor di lingkungan pemerintahan Provinsi Papua. Analisis data menggunakan Model Persamaan Structural (SEM). Hasil penelitian menunjukkan bahwa: relatedness teknologi informasi tidak berpengaruh langsung terhadap kinerja organisasi melainkan dimediasi oleh kemampuan manajemen pengetahuan. Sedangkan strategi outsourcing teknologi informasi dipengaruhi oleh relatedness teknologi informasi, namun tidak secara langsung berpengaruh terhadap kinerja organisasi, melainkan sebagai mediator relatedness teknologi informasi dan strategi outsourcing teknologi informasi terhadap kinerja organisasi. Kemampuan manajemen pengetahuan memberi kontribusi utama pada peningkatan kinerja organisasi pada lembaga pemerintahan di Provinsi Papua.
English Abstract
This research is reviewing the phenomenon of the application of information technology towards the performance of the local government of Papua which promotes integrated service work units as the implementation of e-government development to achieve good governance. The aim of this research is to prove empirically that: the improvement on the management of information technology relatedness can increase the performance of the organization; the improvement management information technology relatedness can increase information technology outsourcing strategy; the improvement of information technology outsourcing strategy can increase the performance of the organization; the improvement on the management of information technology relatedness can increase the knowledge management capacity; the improvement of information technology outsourcing strategy can increase the knowledge management capacity; and the improvement of the knowledge management capacity can increase the performance of the organization. This research applies quantitative approach by survey through questionnaire and interview to support the statistic analysis result. The population of the research is all institutes of SKPD/service gathered by using Purposive Sampling method to 106 institutions of SKPD/bureau/agency/office of the local government in the province of Papua. The data analysis is conducted by Structural Equation Model. The result of this research shows that: information technology relatedness does not directly influence the performance of organization; however, it is mediated by the knowledge management capacity. Whereas, the outsourcing strategy is influenced by the information technology relatedness; but it indirectly influences the performance of the organization. It stands as the mediator of the information technology relatedness and the information technology outsourcing strategy toward the performance of the organization. The capacity of the knowledge management contributes primarily to the improvement of the performance of the organization of the local government institutions in Papua.
