Abstract
Penelitian ini bertujuan untuk memahami dan mendeskripsikan: 1)pemahaman stakeholder pariwisata tentang prinsip pengembangan pariwisataberkelanjutan dan pemahaman dampak positif dan negatif pengembanganpariwisata dalam bidang ekonomi, sosial, budaya, dan lingkungan; 2)pemahaman stakeholder pariwisata tentang prinsip biaya sosial pengembanganpariwisata berkelanjutan dan penyebab peningkatannya; dan 3) persepsistakeholder pariwisata tentang pengembangan pariwisata berkelanjutan danpertimbangan biaya sosial oleh Pemerintah Kota Manado. Hasil penelitian inipada akhirnya dapat menjelaskan mengenai model strategi pengembanganpariwisata berkelanjutan berdasarkan pertimbangan terhadap biaya sosial didaerah tujuan pariwisata.Penelitian ini menggunakan pendekatan penelitian kualitatif fenomenologidengan pertanyaan semi terstruktur yang diajukan kepada enam belas orangstakeholder pariwisata yang terdiri dari sebelas penduduk, dua pelaku usaha,dan tiga perwakilan pemerintah kota yang seluruhnya tinggal di Kota Manado.Hasil penelitian menunjukan bahwa pengembangan pariwisata di KotaManado harus memperhatikan prinsip pengembangan pariwisata berkelanjutandan prinsip serta penyebab meningkatnya biaya sosial pengembangan pariwisata.Prinsip pengembangan pariwisata berkelanjutan menekankan pada peningkatanpendapatan ekonomi untuk kesejahteraan penduduk setempat, pengembanganpotensi pariwisata daerah, pengembangan pariwisata berwawasan lingkungan,optimalisasi usaha pariwisata penduduk setempat, dan sebagai kebijakanpemerintah yang harus ditunjang oleh seluruh pihak. Pengembangan pariwisatadi Kota Manado saat ini lebih banyak menimbulkan dampak negatif dibandingkandampak positif dalam bidang ekonomi, sosial, budaya, dan lingkungan. Biayasosial pengembangan pariwisata dipahami sebagai dampak negatifpengembangan pariwisata yang terus meningkat dan harus ditanggung dimasayang akan datang serta sebagai masalah sosial yang merugikan dan menjadibeban yang harus ditanggung oleh seluruh pihak setempat. Penyebabmeningkatnya biaya sosial pengembangan pariwisata yaitu perilaku wisatawanyang tidak sesuai dengan nilai budaya setempat, kurangnya kesadaranmasyarakat, toleransi yang berlebihan terhadap wisatawan, dan meningkatnya jumlah wisatawan. Dalam pengembangan pariwisata berkelanjutan, PemerintahKota Manado seharusnya memperhatikan partisipasi dan pemberdayaanmasyarakat, sosialisasi pariwisata secara langsung kepada masyarakat,pembangunan infrastruktur dan fasilitas pariwisata. Sedangkan berhubungandengan biaya sosial pengembangan pariwisata berkelanjutan, pemerintah kotaManado seharusnya lebih perduli dan perlu membuat peraturan daerah untukmengatasi meningkatnya biaya sosial yang diakibatkan oleh pengembanganpariwisata.
English Abstract
This research aims to understand and describe: 1) what tourism stakeholders understand about the principles of sustainable tourism development and what they understand about the positive and negative impacts of tourism development in economic, social, cultural and environmental fields; 2) what tourism stakeholders understand about the principles of sustainable tourism development cost and why it increases and 3) the perception of tourism stakeholders about sustainable tourism development and the consideration of Manado local government about its social cost. The research results can eventually explain about the model of sustainable tourism development strategy based on the consideration about its social cost in the tourism destination areas. The research uses phenomenological qualitative approach by employing a semi structured interview to 16 tourism stakeholders consisting of 10 citizens, 2(two) businessmen and 4 (four) municipal government representatives who all live in Manado. The research results show that the tourism development in Manado must consider the principles of sustainable tourism development and the principles about the causes of the increase of tourism development social cost. The principles of sustainable tourism development emphasize the increase of economic revenue for the welfare of local citizens, local tourism potential development, environment oriented tourism development, optimalisation of the tourism business of the local citizens, and become the government policies that must be supported by all parties. The today tourism development in Manado has more negative impacts than positive ones in economic, social, cultural and environmental fields. The social cost of tourism development is understood as the negative impact of increasing tourism development which become the burden of the next generation and the social problems which all the local people have to bear. The causes of the social cost increase of the tourism development is the tourists` behaviors which violate the local cultural values, the lack of the local community awareness, the excessive tolerance to tourists and the increasing number of tourists. In sustainable tourism development, Manado local government should pay attention to community participation and empowerment, direct tourism socialization to the community, the infra structure and tourism facility development. Meanwhile, concerning the sustainable tourism development social cost, the local government of Manado should have more concern and should issue local laws to overcome the increase of social cost as the impact of tourism development
