Abstract
Penelitian ini bertujuan untuk menganalisis dan menguji secara empiris: pengaruh desentralisasi fiskal dan otonomi khusus baik secara langsung maupun tidak langsung terhadap pertumbuhan ekonomi, penyerapan tenaga kerja, kemiskinan dan kesejahteraan di Provinsi Papua. Hasil penelitian ini diharapkan dapat berkontribusi dalam memperkaya dan melengkapi khasanah ilmu pengetahuan di bidang keuangan daerah terutama teori desentralisasi fiskal dan otonomi khusus, sehingga dapat bermanfaat bagi para akademisi dan praktisi. Penelitian ini menggunakan data panel seluruh kabupaten/kota di Provinsi Papua yang meliputi 8 kabupaten/kota, tetapi tidak termasuk kabupaten/kota hasil pemekaran. Pengumpulan data menggunakan teknik dokumentasi yang meliputi: dana desentralisasi, dana otonomi khusus Papua, belanja langsung dan belanja tak langsung pemerintah, dan pertumbuhan ekonomi kabupaten/kota di Provinsi Papua ,jumlah angkatan kerja, kemiskinan dan kesejahteraan. Teknik analisis data penelitian ini menggunakan analisis jalur ( path analysis ). Hasil penelitian ini menemukan bahwa: Desentralisasi fiskal berpengaruh signifikan terhadap belanja langsung, dana otonomi khusus Papua berpengaruh signifikan terhadap belanja langsung pemerintah kabupaten/kota di Provinsi Papua. Desentralisasi fiskal tidak berpengaruh signifikan terhadap belanja tak langsung, sedangkan dana otonomi khusus Papua berpengaruh signifikan terhadap belanja tak langsung pemerintah kabupaten/kota di Provinsi Papua; Desentralisasi fiskal, otonomi khusus Papua, belanja langsung dan belanja tak langsung berpengaruh signifikan terhadap pertumbuhan ekonomi kabupaten/kota di Provinsi Papua; Pertumbuhan ekonomi berpengaruh signifikan dan mempunyai hubungan yang positif terhadap penyerapan tenaga kerja di Kabupaten/Kota Induk Provinsi Papua; Pertumbuhan ekonomi berpengaruh signifikan dan mempunyai hubungan yang positif terhadap jumlah penduduk miskin di Kabupaten/Kota Induk Provinsi Papua; Pertumbuhan ekonomi berpengaruh signifikan dan mempunyai hubungan yang positif terhadap kesejahteraan masyarakat di di Kabupaten/Kota Induk Provinsi Papua; Tenaga kerja terserap berpengaruh signifikan dan mempunyai hubungan yang positif terhadap kesejahteraan masyarakat di Kabupaten/Kota Induk Provinsi Papua; Jumlah penduduk miskin berpengaruh signifikan dan mempunyai hubungan yang negatif terhadap kesejahteraan masyarakat di Kabupaten/Kota Induk Provinsi Papua.
English Abstract
The objective of this research is to analyze and empirically testing : the impact of fiscal decentralization and special autonomy funds, both directly and indirectly to economic growth, employment, poverty and welfare in the Papua Province. The results are expected to contribute to regional finance, especially to the theory of fiscal decentralization and special autonomy, so that it can be useful for academics and practitioners. This study explore the panel data of all districts in the province of Papua, that covers 8 districts/cities, but not covering the new districts. The data collected mainly using documentation techniques, include, general allocation funds, special funds, and Papua s special autonomy funds, direct and indirect expenditures of government, and economic development districts in Papua province, and the data for number of labor force, poverty and welfare. This study technique data analysis using path analysis. The results of this study found that : the fiscal decentralization significantly influence on direct spending, special autonomy fund significantly influence the direct spending district governments in Papua Province; Fiscal Decentralization has no significant influence on indirect spending, while Papua s special autonomy fund significantly influence indirect expenditure local governments in Papua Province. Decentralization fiscal, Papua s special autonomy, direct expenditures and indirect expenditures significantly influence on economic growth districts in Papua province, Economic growth has significantly influence and positive related to the absorption of labor in the District/City Papua Province, Economic growth has significantly influenced and positive related to the number of poor in the District/City Papua Province, Economic growth has significantly influence and positive related to the welfare of the people in the District/City Papua Province, Workforce has significantly influenced and positive related to the welfare of the people in the District Parent Papua Province. The number of poor people has significantly influenced and negative related to the welfare of the people in District Parent Papua Province.
