Abstract

Seperti kita ketahui bahwa desentralisasi fiskal, modal manusia dan kebijakan investasi telah menjadi perhatian dari banyak negara, termasuk Indonesia. Sejak 2001, pemerintah Indonesia telah secara efektif menerapkan kebijakan sebagai strategi untuk meningkatkan pertumbuhan ekonomi di tingkat lokal. Kebijakan Se juga membawa perubahan besar terutama dalam pertumbuhan pendapatan, sumber daya manusia dan pertumbuhan investasi di Provinsi Jawa Barat. Penelitian ini bertujuan untuk menganalisis dampak desentralisasi fiskal, modal manusia dan investasi ke pertumbuhan ekonomi regional di 25 kabupaten / kota di provinsi Jawa Barat untuk periode implementasi lima tahun, sejak 2004-2009. Variabel yang dipelajari untuk mengetahui dampak pada pertumbuhan ekonomi regional adalah derajat desentralisasi fiskal, modal manusia terutama pasukan tenaga kerja, dan investasi 25 kabupaten / kota di Provinsi Jawa Barat. Penelitian ini dilakukan oleh eviews 6 program untuk menganalisis data panel yang biasanya mengacu pada data yang dikumpulkan di seluruh unit dan deret waktu. Studi hasil menunjukkan bahwa implementasi desentralisasi fiskal terutama dalam indikator pendapatan yang membandingkan pendapatan pemerintah daerah (PAD) terhadap total periode pendapatan 2004 hingga 2008 untuk 25 wilayah di provinsi Jawa Barat adalah hubungan positif terhadap pertumbuhan ekonomi. Selain itu, implementasi investasi berasal dari investasi langsung asing dan investasi langsung domestik di provinsi Jawa Barat untuk periode 2004 hingga 2008 memiliki kontribusi untuk meningkatkan pertumbuhan ekonomi di Provinsi Jawa Barat. Namun, implementasi modal manusia terutama angkatan kerja di provinsi Jawa Barat menunjukkan hubungan negatif pada pertumbuhan ekonomi, karena reafensional dalam produktivitas.

English Abstract

As we know that fiscal decentralization, human capital and investment policy have become attention of many countries, including Indonesia. Since 2001, Indonesian government has effectively implemented policies as a strategy to escalate economic growth in local level. se policies have also brought major changes especially in revenue growth, human resources and investment growth in West Java province. This research aims to analyze impact of fiscal decentralization, human capital and investment to regional economic growth in 25 districts/cities in West Java Province for a five-year implementation period, since 2004-2009. Variables that are studied in order to know impact on regional economic growth are degree of fiscal decentralization, human capital especially labour forces, and investment of 25 districts/cities in West Java Province. This study is conducted by Eviews 6 programe to analyse panel data that typically refers to data collected across units and time series. result study shows that implementation of fiscal decentralization especially in revenue indicator that compares original local government revenue (PAD) to total revenue period 2004 up to 2008 for 25 regions in West Java province is positive relationship to economic growth. Moreover, implementation of investment comes from both foreign direct investment and domestic direct investment in West Java province for period 2004 up to 2008 has contribution for increasing economic growth in West Java province. However, implementation of human capital especially labour forces in West Java province indicates negative relationship to economic growth, because re is inefficiency in productivity.
