Abstract
Kota Surabaya merupakan kota terbesar kedua setelah Ibu Kota Jakarta. Sebagai kota pendidikan dan industri, jalan-jalan yang ada di Surabaya termasuk kota yang mengalami kemacetan. Untuk menekan terjadinya kecelakaan lalu lintas khususnya yang menimpa pengendara sepeda motor di Surabaya, maka dibangunlah jalur khusus, dengan harapan jalur khusus tersebut dapat meminimalisir terjadinya kecelakaan lalu lintas dan untuk mewujudkan kenyamanan dan perlindungan dari kecelakaan bagi pengendara roda dua. Penelitian ini bertujuan untuk Evaluasi Efektivitas Implementasi Lajur Sepeda Motor menggunakan metode Analisis Statistika Deskriptif serta metode Importance Performance Analysis (IPA) dan metode SWOT untuk mengetahui kinerja dan strategi. Metode yang digunakan dalam penelitian ini adalah analisis deskriptif kuantitatif dengan perhitungan kapasitas jalan, kemudian dilakukan perhitungan tingkat kepuasan dan kepentingan berdasarkan persepsi pengguna jalan. Kemudian untuk mendapatkan strategi yang tepat sebagai upaya peningkatan kualitas jalan dilakukan analisis SWOT dan IFAS EFAS. Hasil penelitian menunjukka bahwa implementasi penggunaan lajur khusus sepeda motor pada ruas Jalan Raya Darmo Surabaya memberikan pengaruh positif terhadap kelancaran lalu lintas. Kinerja jalan pada ruas Jalan Raya Darmo Surabaya cenderung stabil, dengan LOS C baik sebelum maupun sesudah dilakukannya penerapan lajur khusus sepeda motor. Berdasarkan persepsi pengguna lajur khusus sepeda motor pada ruas Jalan Raya Darmo, tingkat kesesuaian efektivitas implementasi lajur khusus sepeda motor di Jalan Raya Darmo sudah cukup optimal dengan 1,13 serta pengguna merasa puas dengan pelayanan dan kinerja lajur khusus di ruas Jalan Raya Darmo. Berdasarkan hasil perhitungan analisis SWOT dan IFAS EFAS, strategi pengembangan terdapat pada kuadran IV yang artinya strategi pengembangan internal dan eksternal dapat dilakukan secara bersamaan tanpa harus menunggu penyelesaian program lain secara bertahap.
English Abstract
Surabaya is the second largest city after the capital city of Jakarta. As an educational and industrial city, the streets in Surabaya including congested city. To suppress the occurrence of traffic accidents in particular that struck a motorcyclist in Surabaya, he built a special line, with the expectation that particular track can minimize the occurrence of traffic accidents and to realize the convenience and protection of the accident for two-wheeler riders. This study aims to Evaluate Effectiveness Implementation Motorcycle Lanes Statistics Descriptive Analysis method as well as methods of Importance Performance Analysis (IPA) and the SWOT method to determine the performance and strategy. The method used in this research is descriptive quantitative analysis with the calculation of the capacity of the road, then calculate the level of satisfaction and interest based on the perception of road users. Then to get the right strategy as an effort to improve the quality of SWOT analysis EFAS and IFAS. That the implementation of research results showing any specific use of motorcycle lanes on Jalan Raya Darmo Surabaya have a positive influence on the smooth traffic. Performance on the street Jalan Raya Darmo Surabaya tend to be stable, with LOS C both before and after the application of special lanes does motorcycle. Based on the particular user perception of motorcycle lanes on Jalan Raya Darmo, the level of effectiveness of the implementation of conformity special bike lanes on Highway Darmo already quite optimal to 1.13 and the user is satisfied with the performance of services and special lanes on Jalan Raya Darmo. Based on calculations and IFAs EFAS SWOT analysis, strategy development are in quadrant IV, which means the internal and external development strategy can be done simultaneously without having to wait for the completion of another program gradually.
