Abstract

Karena Indonesia adalah negara berkembang dan populasi telah meningkat setiap tahun, infrastruktur ekonomi dan infrastruktur sosial harus dikembangkan. Ada banyak kasus yang berkaitan dengan partisipasi swasta yang terlihat dalam proyek infrastruktur melalui sistem kemitraan swasta publik, selanjutnya PPP. Sementara ada pembiayaan Gapthat pemerintah pusat hanya dapat mencakup 29,1% dari total investasi proyek infrastruktur ekonomi 2010-2014, pemerintah perlu memberikan partai ketiga atau sektor swasta kesempatan untuk terlibat dalam program investasi. Belajar dari Inggris dan Jepang, kedua negara ini telah melewati banyak pengalaman dalam pembangunan proyek melalui sistem PFI yang sebagai bagian dari kemitraan publik-swasta, terutama dalam proyek-proyek fasilitas sekolah sebagai bagian dari infrastruktur sosial. Dalam penelitian ini, data dikumpulkan melalui literatur , survei langsung, dan wawancara untuk mendapatkan sistem pendidikan dan pembiayaan terkait dengan fasilitas sekolah. Teknik analitik untuk penelitian ini menggunakan analisis deskriptif untuk memperoleh dan menggambarkan hasil yang terkait dengan tujuan penelitian. Pengembangan infrastruktur oleh Public Swasta Partnership (PPP) telah direncanakan dan diimplementasikan di Indonesia, tetapi pemeliharaan sekolah tidak termasuk dalam hal ini. Oleh karena itu, penelitian ini mengawasi rasio anggaran pemerintah pemeliharaan sekolah dan operasi Indonesia, dandiskus adalah adanya perbedaan antara sekolah umum dengan sistem pendanaan konvensional dan sekolah umum dengan sistem PFI. Jenis kontrak yang sesuai juga dianalisis untuk digunakan dalam pengembangan sekolah umum di Indonesia. Untuk memperkenalkan sistem PFI / PPP ke dalam pengembangan sekolah umum di Indonesia, perlu bagi pemerintah pusat untuk meningkatkan dan memperbarui beberapa kebijakan untuk memasukkan sistem pendanaan baru Di bawah sistem PFI / PPP dengan merujuk PFI / PPP di Inggris dan Jepang.

English Abstract

As Indonesia is a developing country and the population has been increasing every year, economic infrastructure and social infrastructure are required to be developed. There are many cases concerned by private participation spotted in infrastructure projects through Public Private Partnership system, hereafter PPP. While there is a financing gapthat the central government can only cover 29.1% of total investment of economic infrastructure projects 2010-2014, the government needs to gives third parties or private sectors the chance to be involved in investment program. Learned from UK and Japan, these both countries have passed many experiences in project construction through PFI systems which as a part of public-private partnership, especially in school facilities projects as a part of social infrastructure.In this research, data are collected through literature, direct survey, and interview to obtain the system of education and financing related to school facilities. The analytical technic for this research uses descriptive analysis to obtain and describe the result related to the research purpose. Infrastructure development by Public Private Partnership (PPP) has been planned and implemented in Indonesia, but the school maintenances are not included in this subject. Therefore, this studyinvestigates the ratio of government budget of school maintenance and operation of Indonesia, anddiscussed the existence of differences between public schools with conventional funding system and public schools with PFI system. The suitable contract types were also analyzed for use in public school development in Indonesia.In order to introduce a PFI/PPP system into public school development in Indonesia, it is necessary for central government to improve and update some policies to include the new funding system under the PFI/PPP system by referring PFI/PPP in the UK and Japan.
