Abstract
Program Percepatan Penanggulangan Kemiskinan adalah kegiatan yang dilakukan oleh pemerintah, pemerintah daerah, dunia usaha, serta masyarakat untuk meningkatkan kesejahteraan masyarakat miskin. Dalam implementasi program selalu dijumpai adanya kesenjangan antara rencana dengan apa yang senyatanya dicapai atau disebut sebagai Implementation Gap . Implementasi Program Percepatan Penanggulangan Kemiskinan juga menunjukkan adanya Implemenattion Gap . Oleh sebab itu perlu untuk melihat faktor-faktor yang mempengaruhi implementasi tersebut yaitu meliputi komunikasi, sumberdaya, disposisi, struktur birokrasi (Edward, 1980) dan isi rencana (Conyers, 1990 dan Grindles, 1989). Tujuan penelitian ini adalah: pertama, memberikan gambaran faktor komunikasi, sumberdaya, disposisi, birokrasi dan isi rencana dalam implementasi rencana Program Percepatan Penanggulangan Kemiskinan di Kota Batu; kedua, memberikan gambaran implementasi Program Percepatan Penanggulangan Kemiskinan di Kota Batu; ketiga, menganalisa sejauh mana hubungan antara faktor komunikasi, sumberdaya, disposisi, birokrasi dan isi rencana secara bersama-sama terhadap implementasi Program Percepatan Penanggulangan Kemiskinan di Kota Batu; keempat, menganalisa sejauh mana hubungan antara faktor komunikasi, sumberdaya, disposisi, birokrasi dan isi rencana secara parsial terhadap implementasi Program Percepatan Penanggulangan Kemiskinan di Kota Batu. Metode penelitian menggunakan pendekatan kuantitatif dengan jenis penelitian eksplanasi. Responden adalah Tim Koordinasi Penanggulangan Kemiskinan Daerah Kota Batu. Data dianalisis dengan menggunakan model regresi linear berganda. Hasil dari penelitian ini adalah, faktor komunikasi, sumberdaya, disposisi, struktur birokrasi dan isi rencana berpengaruh secara bersama-sama terhadap imlementasi Program Percepatan Penanggulangan Kemiskinan di Kota Batu. Selain itu faktor komunikasi, sumberdaya, disposisi, struktur birokrasi dan isi rencana berpengaruh secara parsial terhadap imlementasi Program Percepatan Penanggulangan Kemiskinan di Kota Batu. Sedangkan faktor yang paling dominan mempengaruhi imlementasi Program Percepatan Penanggulangan Kemiskinan adalah komunikasi.
English Abstract
Poverty Response Accelerating Program is an effort conducted by the government, local government, business people, and the society to improve the prosperity of the unfortunates. There is always a gap between the plan and what is achieved during the implementation of any program and this is what we call Implementation Gap. The implementation of Poverty Response Accelerating Program also shows this Implementation Gap. Therefore, it is necessary to study the factors that are influencing the implementation in which they are communication, resources, disposition, bureaucracy structure (Edward, 1980) and contents of the plan (Conyers, 1990 dan Grindles, 1989). The purposes of this research are : first, describing communication, resources, disposition, bureaucracy structure and contents of the plan factors in implementing the plan for Poverty Response Accelerating Program in the Town of Batu; second, describing the implementation of Poverty Response Accelerating Program in the Town of Batu; third, analyzing how far the connections among communication, resources, disposition, bureaucracy structure and contents of the plan factors all together towards the implementation of Poverty Response Accelerating Program in the Town of Batu; fourth, analyzing how far the connections among communication, resources, disposition, bureaucracy structure and contents of the plan factors partially towards the implementation of Poverty Response Accelerating Program in the Town of Batu. Research method used is quantitative approach with explanation research type. The respondents are the Coordinating Team for Poverty Response of Batu. Data has been analyzed by using double linear regression model. The result of this research states that communication, resources, disposition, bureaucracy structure and contents of the plan factors are influencing all together towards the implementation of Poverty Response Accelerating Program in the Town of Batu. Other than that, communication, resources, disposition, bureaucracy structure and contents of the plan factors are also influencing partially towards the implementation of Poverty Response Accelerating Program in the Town of Batu. Meanwhile, the most influencing factor in implementing Poverty Response Accelerating Program is communication.
