Abstract
Kemiskinan merupakan masalah yang dihadapi negara-negara di dunia, terutama negara-negara dunia ketiga termasuk Indonesia. Untuk menanggulangi permasalahan tersebut, Indonesia menargetkan penurunan jumlah masyarakat miskin sebesar 8-10 % di akhir 2014, sebagaimana tertuang dalam Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2010-2014. Sejalan dengan rencana dan arah pembangunan Pemerintah Pusat,Gubernur Jawa Timur merancang sebuah program unggulan yang diberi nama Jalin kesra yaitu sebuah program yang memiliki tujuan utama meningkatkan ketahanan sosial ekonomi rumah tangga strata sangat miskin sehingga taraf hidup mereka meningkat. Program unggulan Gubernur Jawa Timur, Jalin Kesra diimplementasikan oleh tujuh Satuan Kerja Perangkat Daerah (SKPD) lingkup Pemerintah Provinsi Jawa Timur termasuk didalamnya Dinas Perikanan dan Kelautan Provinsi Jawa Timur. Untuk kelancaran dan keteraturan dalam mengimplementasikan program ini, Dinas Perikanan dan Kelautan menetapkan SOP berupa Juknis untuk dijadikan pedoman dalam implementasi program. Akan tetapi, walaupun demikian, impelementasi program tidak berjalan mulus, cukup banyak penyimpangan yang terjadi. Tujuan penelitian ini adalah mendeskripsikan dan menganalisis Implementasi program pemberdayaan rumah tangga sangat miskin Jalin Kesra di Dinas Perikanan dan Kelautan Provinsi Jawa Timur dan Faktor-faktor pendukung dan penghambat implementasi program Jalin Kesra di Dinas Perikanan dan Kelautan Provinsi Jawa Timur. Metode penelitian menggunakan pendekatan kualitatif, dengan jenis deskriptif. Sumber data berasal dari informan dan dokumen-dokumen. Teknik analisis data yang digunakan adalah analisis model interaktif yaitu mereduksi data, menyajikan data serta menarik kesimpulan. Hasil penelitian menunjukkan bahwa, keberhasilan implementasi program Jalin Kesra pada Dinas Perikanan dan Kelautan Provinsi Jawa Timur didukung oleh faktor-faktor yaitu pertama, adanya partisipasi RTSM penerima manfaat program dalam merencanakan dan menentukan paket bantuan yang mereka butuhkan dalam usahanya keluar dari belenggu kemiskinan; kedua, komunikasi secara terpadu yang dilakukan oleh Dinas Perikanan dan Kelautan terhadap aktor, stake holder dan masyarakatuntuk mensosialisasikan tujuan dan mekanisme implementasi program; ketiga, sumber daya yang cukup dan memiliki kompetensi yang sesuai dengan kebutuhan. Sedangkan faktor-faktor penghambat yang mengakibatkan timbulnya penyimpangan yaitu pertama, gaya kepemimpinan otokrat (otocratic task managers) dan taat otoritas (authority- Compliance) pejabat pada level operasional memberikan pengaruh negatif; kedua, fragmentasi atau pembagian pekerjaan dan SOP yang tidak lengkap dan detil berpengaruh negatif pada implementasi program. English Abstract
Poverty is a major problem many countries in the world, especially the third-world countries have to face, including Indonesia. In attempting to solve the problem, Indonesia has targeted to decrease the number of poor people as much as 8 - 10% at the end of 2014, as mentioned in the National Medium Term of Development Plan (RPJMN, 2010-2014). In accordance with the Central Government Development plan and aim, East Java Governor has created a leading program which is called “Jalin Kesra”, a program that aims to improve the social and economic resilience of the very poor households in order to better their living standards. The leading program of the East Java Governor, Jalin Kesra, is implemented by seven Regional Instrument Work Unit (SKPD) of the East Java Provincial Government including the Provincial Marine Affairs and Fisheries of the East Java. In order to achieve both efficiency and effectiveness in implementing the program, the Provincial Marine Affairs and Fisheries has determined the SOP in the form of technical instructions as the guidelines of the program implementation. The program implementation, however, does not run well as expected, since there are many discrepancies found during the process. The objective of this study is to describe and analyze the implementation of the very poor households empowerment program Jalin Kesra in the Provincial Marine Affairs and Fisheries of East Java and also the supporting as well as inhibiting factors in implementing Jalin Kesra program in the provincial Marine Affairs and Fisheries of East Java. A qualitative descriptive approach is used as the research method in this study. The data sources are informants as well as documents. Interactive model of analysis is used as the data analysis technique, consisting of data reduction, displaying data and conclusion drawing. The results of this study show that there are many factors that can determine the success of the Jalin Kesra program implementation in the Provincial Marine Affairs and Fisheries of East Java. The first factor is the very poor households` participation as the beneficiaries of the program in planning and determining the forms of aids needed to pull themselves out of poverty; the second, integrated communications established by the Provincial Marine Affairs and Fisheries with the actors, stake holders and the society in order that the goals and the program implementation mechanisms are well-acquainted; the third, adequate human resources with competences required. On the other hand, the inhibiting factors that can cause discrepancies include: the first,the otocratic task managers and authority-compliance of the operational level officials level give negative impacts; the second, incomplete and undetailed division of work and SOP gives negative impacts to the program implementation.
