Abstract
This research is started from urgency of bureaucratic innovation to accelerate the problem solving. Innovation as one of business value which injected to activities of the bureaucracy, is like NPM desire. One of the public problem which has to solve fastly is the homeless problem. Two cities with same characteristic and that has homeless problem are Surabaya and Osaka city. So this research aims to describe and analyze the bureaucratic innovation process in handling the homeless in Surabaya and Osaka with hope, this research can explain how the innovation process and increase other local government to have willingness and capability to innovate. This research used qualitative approach with a comparative study, in order to explore bureaucratic innovation process in handling the homeless with four focuses (the emergence of the innovation, implementation of innovation, the role of stakeholders, and the key success and obstacles the innovation). This research is conducted in agency of social affairs Surabaya city and Osaka social welfare bureau. The source of data base on primary and secondary data. Result, data and argument in this research are developed from interview, observation and documentation and analyzed with Spradley model to get deeply explanation. The result of this research are, bureaucratic innovation has conducted by agency of social affairs Surabaya city government and Osaka social welfare bureau. The emergence of innovation in both cities are influenced by responsiveness of the bureaucracy and the implementation of innovation have key success from willingness of the leader and mindset from the bureaucracy, but in other side it has some limitation because there is collaboration with other local government and other some parties. So base on the limitation, the researcher recommend local government must have willingness and capability to innovate which will make the acceleration in problem solving, that is with the existence of some actor in the emergence of the innovation.
