Abstract
Penelitian ini bertujuan untuk menguji secara empiris pengaruh belanja pendidikan terhadap kinerja pendidikan. Berdasarkan hasil yang tidak konsisten pada penelitian-penelitian terdahulu, diduga faktor Good Governance memperkuat atau memperlemah pengaruh belanja pendidikan terhadap kinerja pendidikan berdasarkan pada teori agensi. Penelitian ini merupakan model kuantitatif dengan menggunakan metode analisis regresi linear berganda untuk menguji pengaruh hubungan variabel dependen dan independen. Pendekatan yang digunakan untuk menguji variabel moderasi dengan metode nilai selisih mutlak. Pengujian regresi dilakukan pada 63 sampel sekolah baik SD dan SMP dari jumlah populasi 167 di Kabupaten Bulungan Propinsi Kalimantan Timur pada periode 2011 dengan menggunakan teknik proportional stratified sampling . Hasil penelitian menunjukkan bahwa semakin tinggi belanja pendidikan, maka akan semakin meningkatkan kinerja pendidikan. Variabel Good Governance tidak memperkuat atau memperlemah pengaruh belanja pendidikan terhadap kinerja pendidikan, namun Good Governance mempengaruhi kinerja pendidikan secara independen baik secara simultan maupun secara parsial.
English Abstract
This study aims to test empirically the effect of education spending on educational performance. Based on inconsistent results in previous studies, allegedly, factors of good governance strengthen or weaken the influence of education on the performance of education spending based on agency`s theory. This study is a quantitative model using multiple linear regression analysis to examine the effect of the dependent and independent variable relationships. The approach used to test the moderating variable with the absolute value of the difference method. Regression testing performed on 63 samples of both elementary and junior high schools from total population 167 in the district of East Kalimantan Province Bulungan in the period 2011 by using a proportional stratified sampling technique. The results showed that the higher education spending, the more it will improve educational performance. Good governance variables do not strengthen or weaken the influence of education spending on educational performance, but good governance affects educational performance independently either simultaneously or partially.
