Abstract

English Abstract

The research is based on problems which since ahead until present still become the problem in Indonesia that is poverty . In Indonesia, poverty problem also becomes a central issue especially after multidimensional crisis in 1997. After in range of time 1976 to 1996 downhill poverty levels spectacularly from 40.1 % become 11.3 %, the amount of level poor community returns increased, especially during economy crisis. According to Bureau of Statistic Central (BPS), United Nations Development Programme (UNDP) and United Nations Support Facility for Indonesian Recovery (UNSFIR) indicated that the poor community at period 1996-1998 increased from 22.5 million (11.3%) become 49.5 million (24.2%) or increased 27.0 million (Suharto, 2008, www.policy.hu/suharto/). Now, the amount of poor community in Indonesia is still high. In 2007, the amount of Indonesia poor community was 37.17 million people or 16.58%. In 2006, the amount of Indonesia poor community was 39.30 million or 17.75% (BPS, 2008). Therefore, in 2007 The Indonesia Government implemented National Program for Community Empowerment-Independent (PNPM-Mandiri). The Indonesia Government has consolidated poverty reduction programs, which are implemented by line ministries and central into a PNPM- Mandiri to achieve community self-help as the basic framework for all central government poverty reduction programs. The program improvements are 1) a unified system and mechanism; 2) a unified program design; 3) better national targeting of the poorest; 4) direct transfer of funds; and 5) increased community block grants. Pursuant to that background, th ese research problems are h ow the implementation of PNPM-Mandiri in Balerejo, h ow the community development in PNPM-Mandiri to achieve community participation and community empowerment on poverty reduction , h ow the roles of stakeholders build community development in PNPM-Mandiri to achieve community participation and community empowerment on poverty reduction and w hat the supporting factors and obstacles to build community development in PNPM-Mandiri to achieve community participation and community empowerment on poverty reduction . The implementation of PNPM Mandiri has many steps. They are participatory planning , implementation of activity , monitoring and supervision , complaints handling and management and evaluation
