Abstract
Penelitian ini bertujuan untuk mengetahui dan menganalisis (1) Proses menentukan pilihan-pilihan program yang rasional bagi individu maupun kelompok dalam implementasi Alokasi Dana Desa (ADD). (2) Implementasi Kebijakan Alokasi Dana Desa (ADD) di Desa Mojorejo Kecamatan Junrejo Kota Batu sudah sesuai dengan usulan program yang telah disepakati oleh masyarakat .(3) Kendala yang dihadapi dalam implementasi Alokasi Dana Desa (ADD) bagi masyarakat Desa Mojorejo Kecamatan Junrejo Kota Batu. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif , dengan teknik pengumpulan data melalui wawancara, dokumentasi, observasi. Data yang diperoleh dianalisis dengan metode analisa kualitatif dari Creswell. Hasil penelitian menunjukkan bahwa: (1). Proses penentuan pilihan yang rasional bagi masyarakat dapat dilihat dari empat komponen yaitu, keinginan yang berdasarkan pada kebutuhan masyarakat, berdasarkan komponen keyakinan secara Ex ante dimana sebagian program masyarakat belum membawa manfaat secara nyata dan secara Ex post dimana program masyarakat telah terbukti secara nyata, komponen peluang pilihan masyarakat semuanya terbuka dilihat dari semua kegiatan dapat terealisasi dan komponen terakhir adalah tindakan yang terlihat dari implementasi Kebijakan Alokasi Dana Desa ( ADD ) sebagai wujud nyata dari pilihan masyarakat. (2). Implementasi program sesuai dengan keinginan dari masyarakat hal ini terlihat dari kesesuaian antara kegiatan yang direalisasikan dilapangan dengan usulan yang dituangkan dalam rencana pembangunan desa dan keinginan masyarakat . (3) . Kendala-kendala yang dihadapi dalam membuat pilihan yang rasional adalah; Partisipasi masyarakat Desa Mojorejo yang masih rendah, kurangnya informasi mengenai ADD, peran LPMD yang juga menentukan kegiatan . (4) . Pendekatan Catalactics dari Buchanan merujuk pada konsep nilai Administrasi Publik dari Fredericson. (5) . Pemberian layanan masih mengacu pada konsep Public Choice dari Fredericson. Dalam upaya mengatasi kendala-kendala yang dihadapi oleh masyarakat desa Mojorejo dalam membuat pilihan yang rasional, maka dalam penelitian ini memberikan rekomendasi yaitu; (1) .Partisipasi masyarakat secara menyeluruh dari lima Program yang terdapat dalam Kebijakan Alokasi Dana Desa ( ADD ), (2) . Adanya keterbukaan informasi mengenai ADD, (3) . LPMD memberikan kebebasan kepada masyarakat untuk menentukan kegiatan yang direalisasikan sesuai dengan pilihannya.
English Abstract
This study aims to determine and analyze (1) The choices that a rational program for individuals and groups in the implementation of the Village Allocation Funds (ADD). (2) Village Fund Allocation Policy Implementation (ADD) in the Mojorejo of Junrejo District Batu City is in conformity with the proposed program has been agreed by the community. (3) constraints encountered in implementation of the Village Allocation Funds (ADD) for the Mojorejo Junrejo District of Batu City. This study uses a descriptive study with qualitative approach, the technique of collecting data through interviews, documentation, observation. Data were analyzed by the method of qualitative analysis of Creswell. The results showed that: (1). The process of determining a rational choice for the community can be seen from the four components, namely, a desire which is based on community needs, based on the belief component of the Ex ante where most of the program has not brought real benefits and Ex post where the program has proven to be a real community, components of the opportunities all the options open views of all the activities are realized and the final component is the visible actions of the implementation of the Village Fund Allocation Policy (ADD) as a concrete manifestation of the peoples choice. (2). Implementation of the program in accordance with the wishes of the people it is seen from the correspondence between the activities realized in the field with the proposals set out in the village development plan and the wishes of the people. (3). Constraints - the constraints faced in making a rational choice; Mojorejo Village Community participation is still low, the lack of information about ADD, which also determines the role LPMD activities. (4). Catalactics approach of Buchanan refers to the concept of Public Administration from Fredericson value. (5). Provision of services still refers to the concept of Public Choice Fredericson. In an effort to overcome obstacles - the obstacles faced by rural communities Mojorejo in making rational choices, then make recommendations in this study are: (1). Participation of society as a whole from the five programs contained in the Village Fund Allocation Policy (ADD), (2 ). Transparency of information on ADD, (3). LPMD give freedom to the people to determine the realized activities of their choice.
