Abstract
Penelitian ini dilakukan pada Pemerintah Daerah Provinsi Riau dengan tujuan untuk membuktikan hipotesis bahwa adanya pengaruh Dana Perimbangan dan Pendapatan Asli Daerah terhadap Belanja Pemerintah Daerah Provinsi Riau dan untuk melihat terjadinya Fenomena Flypaper Effect pada Dana Perimbangan Provinsi Riau. Hasil penelitian menunjukkan bahwa Dana Perimbangan dan Pendapatan Asli Daerah mempunyai pengaruh terhadap Belanja Pemerintah Daerah. Pengaruh Dana Perimbangan lebih besar daripada Pengaruh Pendapatan Asli Daerah terhadap Belanja Pemerintah Daerah, yang berarti terjadinya Flypaper Effect . Ini menunjukkan ketergantungan Pemerintah Daerah terhadap Pemerintah Pusat masih tinggi dan rendahnya kemampuan Pemerintah Daerah dalam membiayai pengeluarannya sendiri. Untuk itu Pemerintah Daerah perlu bekerja lebih keras maupun melakukan inovasi dalam usaha meningkatkan Pendapatan Asli Daerah untuk mengurangi ketergantungan dengan dana transfer dari pusat.
English Abstract
Research was conducted at the local government of Riau Province. The objective was to prove the hypothesis that there was the effect of the Balancing Fund and the Local Genuine Income on the expense of the local government of Riau Province. Research also attempted to examine the Flypaper Effect Phenomenon in the balancing fund of Riau Province. Result of research indicated that the balancing fund and the local genuine income had effect on the expense of the local government. The effect of the balancing fund on the expense of the local government was greater than the effect of the local genuine income. Therefore, Flypaper Effect occurred. It showed the higher dependence of the local government on the central government, and the lower capability of the local government in financing the expense. Therefore, it was suggested that the local government should work harder to innovate the improvement of Local Genuine Income to reduce the dependence on central-based transfer fund.
