Abstract

Sejak 2011, pemerintah daerah Kudus telah menerapkan kebijakan e-procurement di lembaga mereka. Kebijakan e-procurement adalah model kebijakan top-down dari pemerintah pusat. Oleh karena itu, Pemerintah Indonesia mengeluarkan beberapa peraturan dan pedoman untuk mengimplementasikan kebijakan ini. Penelitian ini berupaya menggambarkan bagaimana implementasi kebijakan e-procrement di pemerintah daerah Kudus. Pendekatan kualitatif dalam metode penelitian deskriptif digunakan dalam penelitian ini. Data dikumpulkan berdasarkan pertanyaan penelitian, tinjauan teoretis dan literatur, dan fokus penelitian. Wawancara dilakukan untuk pemangku kepentingan e-procurement di Kudus Kabupaten dan pengguna berdasarkan pengalaman mereka dalam sistem e-procurement. Hasilnya menemukan bahwa untuk memulai implementasi e-procurement, pemerintah daerah Kudus harus menetapkan LPSE terlebih dahulu. Untuk mendukung implementasi e-procurement, LKPM memerlukan beberapa hal yang harus dipenuhi dalam pembentukan LPSE, ada: rencana tindakan keberadaan dan gugus tugas (kelompok kerja), keberadaan peraturan yang jelas, kesiapan sumber daya manusia, memadai Teknologi infrastruktur, dan pelatihan untuk pengguna (petugas dan penyedia pengadaan). Secara umum, pembentukan LPSE Kudus` telah memenuhi prosedur operasi standar yang diperlukan oleh LKPP. Sedangkan faktor pendukung untuk implementasi e-procurement di Kudus pemerintah daerah adalah mandat eksekutif atau pemerintah, vision dan misi organisasi, dan anggaran untuk menerapkan kebijakan e-procurement. Berdasarkan studi kasus dan wawancara dengan pengguna, dapat disimpulkan bahwa implementasi e-procurement di pemerintah daerah Kudus meningkatkan efisiensi, efektivitas dan transparansi dalam pengadaan dibandingkan dengan pengadaan konvensional. Implementasi E -Procure meningkatkan kemampuan masyarakat, ditunjukkan dari penghematan biaya dan proses pengadaan efektivitas yang dilakukan oleh Komite Pengadaan. E-procurement juga memfasilitasi penyedia layanan barang dalam memperoleh informasi dan berpartisipasi dalam proses pengadaan. E-Procurement menyediakan peluang bagi masyarakat untuk mengawasi proses pengadaan melalui situs web LPSE.

English Abstract

Since 2011, Kudus local government have been implement e-procurement policy at their agencies. E-procurement policy is top-down policy model from central government. Therefore, the government of Indonesia issued some regulations and guidelines to implement this policy. this research attempt to describe how the implementations e-procrement policy at Kudus local government. A qualitative approach in descriptive research method is used in this research. The data was collected based on the research questions, theoretical and literature review, and research focus. The interviews conducted to e-procurement stakeholders at Kudus regency and the users based on their experience in e-procurement system. The result found that for starting implementation of e-procurement, Kudus local government should establish LPSE firstly. For supporting the implementation of e - procurement, LKPP requires several things that must be met in the forming of LPSE , there are: existence action plan and task force (working group), the existence of clear regulations, the readiness of human resources, adequate infrastructure-technology, and training for user (procurement officers and providers ). In general, the establishment of Kudus` LPSE has met standard operating procedure required by LKPP . While the supporting factor for e-procurement implementation at Kudus local government are executive mandate or government will, v ision and mission of organization, and budget for implementing e-procurement policy . Based on the case study and interview with users, it can be concluded that implementation of e-Procurement in Kudus local government improves efficiency, effectiveness and transparency in procurement compared with conventional procurement. Implementation of e -procurement improves the ability of community, it is indicated from the cost savings and the effectiveness procurement process that conducted by the procurement committee. E-procurement also facilitates providers of goods-services in obtaining information and participating in procurement process. E-procurement provides an opportunity for the community to supervise the procurement process through the website LPSE .
