Abstract
Penelitian ini bertujuan untuk menguji secara empiris pengaruh partisipasi anggaran terhadap kinerja aparatur pemerintah Kota Palangka Raya serta untuk menguji secara empiris pengaruh sistem pengendalian, desentralisasi dan gaya kepemimpinan sebagai pemoderasi terhadap hubungan partisipasi anggaran dan kinerja aparatur pemerintah Kota Palangka Raya. Sampel penelitian ini adalah 131 pegawai yang turut serta dalam proses penyusunan anggaran pada 31 Satuan Kerja Perangkat Daerah (SKPD) Kota Palangka Raya. Penelitian ini menggunakan hierarchical regression (regresi berjenjang) yang merupakan pengembangan bentuk analisis regresi berganda. Hasil penelitian menunjukkan semakin besar tingkat partisipasi pegawai dalam penyusunan anggaran, maka kinerja pegawai juga akan meningkat. Penelitian ini juga memberikan bukti empiris bahwa sistem pengendalian, desentralisasi, dan gaya kepemimpinan memperkuat pengaruh partisipasi anggaran dengan kinerja aparatur pemerintah daerah.
English Abstract
This research aims to empirically examine the effect of budgetary participation on performance Palangka Raya government personnel as well as to empirically examine the effect of the control system, decentralization and leadership styles as moderating the relationship budgetary participation and performance of government officials in Palangka Raya. The sample of this research was 131 employees who participated in the budgeting process at 31 Local Government Units (SKPD) in Palangka Raya. This research used hierarchical regression which is a form of development of multiple regression analysis. The results showed the greater level of employee participation in the preparation of the budget, it will also increase employee performance. This research also provides empirical evidence that the system of control, decentralization, and leadership style strengthen the impact of budgetary participation with performance of local government officials.
