Abstract
Tujuan penelitian ini adalah untuk mengkaji fenomena rendahnya penyerapan APBD yang terjadi di Kabupaten Luwu Timur dengan tingkat kemajuan pembangunan dan perekonomian di Kabupaten Luwu Timur. Penelitian ini adalah penelitian kualitatif dengan mengunakan paradigma interpretive dan pendekatan fenomenologi transendental Hussrel. Sesuai dengan karakteristik fenomenologis transendental Hussrel, penelitian ini menerapkan empat tahap model analisis yang menggabungkan pemahaman subjektif (noesis) dengan obyek yang dipersepsikan (noema) sehingga dapat membuat sebuah gambaran (epoche) sesuai dengan informasi yang diperoleh dari hasil wawancara, tetapi dengan tidak mengabaikan penyaringan representasi makna (eidetic reduction) sehingga hasil penelitian dapat disimpulkan. Hasil penelitian ini menunjukan bahwa pertama, pelaksanaan APBD Kabupaten Luwu Timur adalah besaran anggaran yang dibelanjakan, pencapaian target, serta kebijakan legislatif dan eksekutif. Kedua, kendala rendahnya penyerapan anggaran Kabupaten Luwu Timur adalah karena birokrasi pengadaan barang dan jasa, proses perencanaan anggaran, proses internal satuan kerja dan faktor manusia.
English Abstract
The objective of this study is to analyze the phenomena of the low absorption of APBD (Regional Budget) in East Luwu Regency in accordance with the progressive level of development and economy in East Luwu Regency. This study is a qualitative research employing interpretive paradigm with transcendental of Hussrel applied by SKPD of East Luwu Regency. In accordance with the characteristics of transcendental of Hussrel, this study applies four stages of model of analysis combining the subjective understanding (noeisis) with the perceived object (noema). Thus, image (epoche) which is appropriate with the information obtained from the interview can be created without neglecting the filtering of meaning representation (eidetic reduction). Therefore, the findings of the study can be concluded. The findings show that, firstly, the realization of the APBD of East Luwu means the amount of budget spent, the target attainment, legislative and executive policies. Secondly, the low absorption of APBD in East Luwu means the bureaucracy of goods and service provision, budget planning process, task force internal process and human factor. Thirdly, the progress of development and economy in East Luwu means the availability of natural resources potential, organizational commitment and city-surrounding-village program.
