Abstract
Penelitian ini dilatarbelakangi berlakunya Undang-undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik yang mengamanatkan setiap penyelenggara negara untuk mempublikasi informasi secara terbuka kepada masyarakat. Dengan berlakunya Undang-undang Keterbukaan Informasi Publik, perencanaan keterbukaan informasi publik melalui pengembangan e government perlu diarahkan dalam memenuhi hak masyarakat untuk memperoleh informasi secara transparan dan bertanggung jawab. Hasil penelitian menunjukkan bahwa belum siapnya PPID sebagai pelaksana dan belum optimalnya proses dokumentasi maupun publikasi informasi publik sebagai akibat kurangnya pemahaman serta kurangnya kesadaran SKPD dalam berbagi informasi merupakan hal yang perlu dipertimbangkan dalam penyusunan perencanaan keterbukaan informasi publik melalui pengembangan e government. Perencanaan keterbukaan informasi publik melalui pengembangan e government didasarkan pada kebijakan pemerintah pusat dimana dalam proses perencanaan, inisiatif dan aktor yang terlibat hanya dari aparat Dinas Perhubungan Komunikasi dan Informatika sehingga pendekatan yang bersifat top down ini kurang mengakomodasi kebutuhan pengguna. Rekomendasi penelitian ini adalah dalam penyusunan perencanaan keterbukaan informasi publik melalui pengembangan e government, agar mencapai tujuan yang diharapkan maka ada beberapa faktor yang perlu diperhatikan yaitu kesiapan sumber daya saat ini dan kejelasan target yang direncanakan. Karena salah satu faktor kegagalan perencanaan adalah terlalu berpikir ke depan tanpa mempertimbangkan kondisi sumber daya yang ada. Selain memperhatikan faktor sumber daya SDM internal maupun masyarakat, infrastruktur maupun aplikasi serta kesadaran berbagi informasi, juga perlu direncanakan secara jelas manajemen pengelolaan kegiatan karena banyak yang berpikir untuk membuat perencanaan tetapi tidak dibarengi dengan pengelolaan sehingga kemanfaatannya akan dipertanyakan masyarakat. Untuk mengatasi kelemahan perencanaan top down yang kurang memperhatikan kebutuhan pengguna maka dalam perencanaan keterbukaan informasi publik melalui pengembangan e government perlu menggunakan pendekatan partisipatif melalui penyediaan masukan saran pengguna dan pendekatan teknokratis dalam proses perencanaan.
English Abstract
This research is motivated by enactment of Law 14 of 2008 on Public Information Transparency, which mandates every state officials to publish informations openly to the public. With the enactment of Public Information Transparency Law, the planning of public information transparency through e Government development need to be directed to meet the publics right to obtain information transparently and accountably. The results showed that the PPID unprepared well as executor and not optimal process of documentation and publication of public information as a result of lack of understanding and lack of awareness of institutions in information sharing cause the non optimal transparency, is to be considered in the planning p rocess of public information transparency through the development of e Government. Planning of public information transparency through the development of e Government based on the central government policy which in the process of planning, initiatives and actors involved only from the officials of Transportation, Communication and Information Department, so that top-down approach is less accommodate the needs of the user. Recommendations of this research is in the planning process of public information transparency through the development of e government, in order to achieve the expected goals then there are several factors that need to be considered, namely the readiness of current resources and clarity of the planned target. Because one of the failure factors of the planning is think too much ahead without considering the condition of existing resources. In addition to considering the factors of internal human resources and communities, infrastructure and applications as well as awareness of sharing information, also need to be clearly planned the management of activities as many think to plan but not followed by the management so that the benefit would be questionable by public. To overcome the weaknesses of top-down planning which pay less attention to the needs of the users so in this planning of public information transparency through the development of e government need to use a participatory approach through the provision of user suggestions input and technocratic approach in the planning process.
