Abstract

Permasalahan lalu lintas di kota besar bagaikan benang kusut yang menimbulkan berjuta permasalahan, berawal dari kesalahan kebijakan dalam membangun sistem transportasi kota, berbagai masalah di sektor ini terus bermunculan. Mulai dari masalah kemacetan lalu lintas, pemborosan konsumsi bahan bakar, buruknya kualitas udara yang melahirkan banyak penyakit kronis, kematian, hingga permasalahn kesetaraan hak dalam penggunaan ruang jalan yang terampas dari tangan pengguna kendaraan tidak bermotor dan pejalan kaki. Akar permasalahan transportasi di kota besar justru dikarenakan tidak terkendalinya pertambahan unit kendaraan bermotor, serta buruknya pelayanan sistem angkutan umum yang ada saat ini. Keadaan inilah yang akhirnya menimbulkan kemacetan lalu lintas di mana-mana sepanjang hari. Kondisi ini semakin diperburuk dengan perilaku masyarakat yang cenderung mengabaikan peraturan lalu lintas di jalan raya. Beragam masalah yang mengimpit Kota Samarinda bermuara pada landasan pengembangan kota yang lebih terpancang pada rancangan teknis dan ekonomis. Orientasi pembangunan yang lebih memberi ruang luas kepada pemilik kapital tak jarang menempatkan warga, yang merupakan entitas utama peradaban, pada posisi terluar dalam prioritas pembangunan. Pesatnya pembangunan fisik Kota Samarinda tak jarang memaksa warga menghadapi masalah yang lebih rumit, di tengah beratnya perjuangan hidup. Berbagai kondisi yang melingkupi keseharian Kota Samarinda pun makin membebani masyarakat dalam menjalani aktivitas sehari-harinya. Rumusan masalah dalam penelitian ini adalah Bagaimana managemen kelembagaan di bidang penataan lalu lintas dan jalan raya dalam rangka mewujudkan Global Road Savety di kota Samarinda?, Apa kendala membangun penataan lalu lintas jalan raya melalui managemen kelembagaan yang berbasis hukum?, Bagaimana solusi hukum untuk membangun penataan lalu lintas dan jalan raya melalui managemen kelembagaan yang berbasis hukum? Pembahasan dalam penelitian ini, yaitu Penataan ulang pada satu persimpangan saja tentu saja akan merubah pola arus yang keluar dari setiap kaki persimpangan, yang implikasinya tetap akan mempengaruhi ritme arus lalu lintas pada ruas jalan lain. Adanya faktor-faktor dalam penegakan hukum di jalan melalui lalu lintas jalan raya sehingga mengakibatkan perbuatan pidana. Adanya beberapa solusi dalam pemecahan permasalahan yaitu : (a) Meningkatkan Sumber Daya Manusia (SDM) secara Profesional dan Porposional. ( b) Memperbaiki dan meningkatkan Lalu lintas dan Angkutan Jalan diberbagai bidang. ( c) Mengoptimalkan wadah koordinasi Lalu lintas dan Angkutan Jalan. Sedangkan kesimpulan, yaitu Managemen Pengelolaan lalu lintas jalan raya yang meliputi bukan hanya kendaraan dijalan tetapi juga kondisi jalan serta manusia, Meningkatkan peran dan koordinasi kelembagaan sesuai dengan fungsinya , Kendala managemen kelembagaan di bidang penataan lalu lintas dalam mewujudkan global road savety di kota Samarinda. Sedangkan saran-saran yaitu Agar dilakukan managemen penataan lalu lintas yang tepadu dari seluruh instansi dan lembaga terkait lainnya , Seluruh instansi atau lembaga terkait perlu duduk bersama dalam perencanaan dan pembangunan kawasan tertib lalu lintas di masing-masing daerah dalam menciptakan global road safety, dan Managemen penataan lalu lintas jalan raya melalui managemen kelembagaan harus berbasis hukum yang berkeadilan dan multi stakeholder.

English Abstract

Traffic problems in big cities like tangled threads that cause immense problems stemmed from policy mistakes in building the citys transportation system, many problems in this sector continue to emerge. Starting from the problem of traffic congestion, waste, fuel consumption, poor air quality that gave birth to many chronic illnesses, deaths, until permasalahn equal rights in the use of road space is taken away from the hands of non-motorized vehicle users and pedestrians. The root of the problem of transportation in large cities precisely because of uncontrolled accretion of motor vehicles, and poor public transport system services that exist today. This condition eventually leading to traffic jams everywhere all day. This condition is further exacerbated by the behavior of people who tend to ignore traffic regulations on the highway. Various problems that lead to the squeezing of Samarinda city development platform that is more rooted in technical and economical design. The orientation of development more widely to give space to the owners of capital do not often put the citizens, which is the main entity of civilization, at its outermost position in a development priority. The rapid physical development of Samarinda not infrequently forced residents face a more complicated problem, in the midst of the struggle to live weight. Various conditions surrounding the city of Samarinda everyday even more burden to the citizens in their daily living activities. Formulation of the problem in this study is how management institutional arrangement in the field of traffic and highways in order to realize the Global Road Savety in the city of Samarinda?, What to build the arrangement of obstacles highway traffic through the management of institutional-based law?, How the legal solution to build the arrangement of traffic management and road through the law-based institutions? The discussion in this study, namely rearrangements at one intersection alone of course will change the flow pattern that comes out of each leg crossing, the implications of which will still affect the rhythm of traffic flow on other roads. The existence of these factors in law enforcement on the road through road traffic resulting in a criminal act. The existence of multiple solutions in problem solving, namely: (a) Increasing Human Resources (HR) Professional and Porposional. (b) Improve and increase traffic and Road Transportation in various fields. (c) Optimize the coordination Traffic and Road Transportation. While the conclusion, namely Management Management of road traffic which includes not only vehicle on the street but also the road conditions as well as humans, enhance the role and institutional coordination in accordance with its function, Constraints in the field of institutional management arrangement in realizing global traffic savety road in the town of Samarinda. While these suggestions do is order for the traffic management arrangements which tepadu from all agencies and other relevant institutions, entire agencies or institutions need to sit together in the planning and orderly development of the area of traffic in each region in creating a global road safety, and Management arrangement of road traffic through institutional management should be based on the law of equal and multi-stakeholder.
