Abstract
Perkembangan sektor pariwisata di Indonesia merupakan salah satu potensi investasi yang cukup menjanjikan. Tetapi tidak semua potensi bisa dikembangkan. Demikian halnya dengan sektor pariwisata di Kotawaringin Barat. Dari beberapa obyek wisata yang ada, yang paling menonjol adalah Taman Nasional Tanjung Puting ( TNTP). Hal ini dikarenakan TNTP merupakan lokasi pertama di Indonesia sebagai pusat rehabilitasi orangutan. Salah satu kendalanya adalah keterbatasan dana dan sumberdaya pemerintah dalam mengembangkan sektor ini. Karena investasi pariwisata ini memerlukan dana yang cukup besar dan sumber daya yang memadai. Hal ini menyebabkan beberapa potensi tidak dikembangkan dengan maksimal. Oleh sebab itu dibutuhkan kerjasama pemerintah dengan swasta. Salah satu kerjasama pemerintah dengan swasta adalah dengan sistem Built Operate Transfer (BOT). Dengan adanya sistem BOT diharapkan pemerintah dan pihak swasta bisa lebih banyak bersinergi dalam mengembangkan berbagai sektor industri salah satunya pariwisata. Tujuan dari penelitian ini adalah untuk mengetahui sarana pariwisata yang dibutuhkan pada saat berkunjung pada kawasan pariwisata TNTP, menguji kelayakan finansial pada investasi di kawasan TNTP dengan dan tanpa sistem BOT. Metode penelitian yang digunakan adalah metode kelayakan finansial meliputi Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP), Profitability Index (PI), dan metode analisis statistik deskriptif. Hasil akhir dari penelitian ini adalah sarana yang dibutuhkan wisatawan yaitu campground, inn/cottage, restaurant, kelotok, ruang audio visual, trekking area, gift shop, klinik kesehatan, dan investasi di kawasan TNTP dinilai layak dilakukan dengan atau tanpa BOT tetapi terdapat perbedaan keuntungan antara keduanya dimana investasi tanpa BOT lebih menguntungkan pihak pemerintah jika dibandingkan investasi dengan BOT.
English Abstract
The development of the tourism sector in Indonesia is one of the potential investment is promising. But not all potential can be developed. Such is the case with the tourism sector in Kotawaringin Barat. From some of the tourist places that exist, the most notable is the Tanjung Puting National Park (TNTP). This is due to the location of the first on the TNTP Indonesia as an orangutan rehabilitation center.One of the barriers are is the limitation of funds and Government resources in developing this sector. Because of the tourism investment this requires considerable funding and adequate resources. This caused some potential is not developed to the maximum. Therefore required partnership with the private sector. One of the Governments cooperation with the private sector is a system with a Built Operate Transfer (BOT). The bot system by the government and the private sector is expected to be able to synergize in the development of one of the various industrial sectors.The purpose of this research is to know the means of tourism is needed at the time of a visit in the area of tourism,to test the feasibility of financial investments on the TNTP with and without a BOT system. The research method used was the financial feasibility of the method include the Net Present Value (NPV), IRR,PP,PI, and descriptive statistical analysis methods.The result of this research is that the facility is needed, campground cottage - inn, restaurant, boat kelotok, audio visual room, trackking area, gift shop, health clinic, and investment in the area of TNTP judged worth doing with or without BOT but there is a difference between the two in which investment gains without the BOT more beneficial governmental investment when compared with the BOT.
