Abstract
Latar belakang penelitian ini adalah Master Plan Kegiatan Serayu River Voyage (SRV) yang disusun oleh Dinas Pariwisata dan Kebudayaan Kabupaten Banyumas pada Tahun 2007 tetapi dalam implementasinya belum sesuai dengan ekspektasi dan mengalami terminasi (kemandegan). Master Plan Kegiatan Serayu River Voyage (SRV) diharapkan selesai dilaksanakan dalam 5 (lima) tahun yaitu tahun 2008 sampai dengan 2012, akan tetapi selama periode tersebut sampai tahun 2013 program dan kegiatan dalam Master Plan Kegiatan Serayu River Voyage (SRV) sebagian besar belum dilaksanakan.Rumusan masalah dalam penulisan tesis dengan judul Implementasi Master Plan Kegiatan Serayu River Voyage (SRV) dalam Rangka Pengembangan Pariwisata di Kabupaten Banyumas (Studi di Dinas Pemuda Olah Raga Kebudayaan dan Pariwisata Kabupaten Banyumas) adalah : Master Plan Kegiatan Serayu River Voyage (SRV) yang akan diimplementasikan?, Bagaimanakah Implementasi Master Plan Kegiatan Serayu River Voyage (SRV)? dan faktor-faktor apa sajakah yang menjadi penghambat dan pendukung?. Tujuan penelitian ini adalah untuk mengetahui isi perencanaan dalam Master Plan Kegiatan Serayu River Voyage (SRV) dalam Rangka Pengembangan Pariwisata di Kabupaten Banyumas yang akan diimplementasikan?, untuk mengetahui dan menganalisis Implementasi Master Plan Kegiatan Serayu River Voyage (SRV), dan untuk mengetahui dan menganalisis faktor-faktor apa sajakah yang menjadi penghambat dan pendukung terhadap Implementasi Master Plan Kegiatan Serayu River Voyage (SRV).Metode penelitian ini merupakan penelitian deskriptif, dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dari wawancara, observasi dan studi dokumen serta menggunakan analisa data kualitatif model interaktif (Miles dan Huberman, 2004).Hasil penelitian menunjukkan bahwa Master Plan Kegiatan Serayu River Voyage (SRV) dalam Rangka Pengembangan Pariwisata di Kabupaten Banyumas belum dilaksanakan dengan baik penyebabnya adalah belum adanya koordinasi yang baik antar SKPD, belum adanya keterpaduan program dan kegiatan (terjadi overlap), dokumen pendukung yang belum direvisi, belum tersosialisasinya dengan baik, peran swasta yang masih minim. Faktor-faktor pendukung dan penghambat Implementasi Master Plan Kegiatan Serayu River Voyage (SRV) antara lain adalah faktor pendukung : sumberdaya manusia yang berkompeten (implementor) sudah tersedia pada level manajerial dan yang mempunyai keilmuwan pariwisata, hanya perlu ditambah untuk personel di lapangan yaitu pamong budaya. Ketersediaan anggaran yang siap tersedia, Kelembagaan yang sudah efektif dan efisien. Respon masyarakat yang cukup tinggi. Komitmen tinggi dari Bupati Banyumas dan kerjasama pihak yang terkait (stakeholders). Kondisi alam Sungai Serayu cenderung tenang dengan kondisi kemiringan sungai (i) yang kecil.Faktor penghambat : Regulasi kebijakan, Keterpaduan Program dan Kegiatan, Koordinasi dan sosialisasi yaitu terjadi ego sektoral yang sudah saatnya dibenahi.

The background of research is that Master Plan Activity Serayu River Voyage (SRV) that compiled by department of tourism and culture Banyumas Regency in 2007 but the implementation has not been in line with expectations and stagnation. That Master Plan Activity Serayu River Voyage (SRV) expected completed within five years from 2008 to 2012, but during the period until 2013 programs and activities in the Master Plan Activity Serayu River Voyage (SRV) most have not been implemented.The formulation of the problem in writing a thesis with the title Implementation of the Master Plan of Activities Serayu River Voyage (SRV) in the Framework of Tourism Development in Banyumas Regency (Studies in the Department of Youth Sports Culture and Tourism Banyumas Regency) is Master Plan Activity Serayu River Voyage (SRV) which will be implemented?, How Implementation Master Plan Activity Serayu River Voyage (SR What are the factors that constrain and support implementation of the Master Plan Activity Serayu River Voyage (SRV)?. The purpose of this study was to determine the contents of the planning in the Master Plan of Activities Serayu River Voyage (SRV) in the Framework of Tourism Development in Banyumas Regency that will be implemented. To determine and analyze Master Plan Activity Serayu River Voyage (SRV). And to determine and analyze what are the factors that constrain and support to the implementation of the Master Plan of Activities Serayu River Voyage (SRV)Methods this study is a descriptive study, using a qualitative approach. Data collection techniques of interview, observation and document study and analysis of qualitative data using interactive models (Miles and Huberman, 2004)The results showed that the Master Plan of Activities Serayu River Voyage (SRV) in the Framework of Tourism Development in Banyumas Regency has not been implemented properly the cause is is the absence of good coordination between agencies, the lack of integration of programs and activities (overlap), supporting documents have not been revised, no good socialization, and the role of the private sector is still lacking. The factors that constrain and support implementation of the Master Plan Activity Serayu River Voyage (SRV) is supporting factors : competent human resources ( implementor )already available at the managerial level and who have intellectual tourism, only need to be added to personnel in the field of culture , pamong budaya. The availability of adequate budget. Institutions that have been effective and efficient. High community response. High commitment of Regent Banyumas and cooperation related parties (stakeholders). Natural conditions Serayu tend to calm the river slope condition ( i ) is small.The constrain factors : regulatory policies, integration of programs and activities, Coordination and socialization that occurs sectoral ego that it is time to be addressed.
