Abstract

Wage for workers is a sustain major component of their lives. Since regional autonomy has been implemented, full term has become applicable for Local Minimum Wage (Upah Minimum Kabupaten/Kota) adjusted to standards of the cities or regencies concern. Wage policy in Indonesia refers to standard of living for workers. The Act No. 13 the Year 2013 on Manpower stipulates that the minimum wage should be based on the needs of decent living needs (Kebutuhan Hidup Layak/KHL). Policy or program created by the government in particular on policy implementation of local minimum wage is intended to workers prosperities. Later, in partial policy implementation process attracts contending interests between members of the society especially the interest of workers and employers. The policy is expected to be implemented properly in order to create social well being as an indication of policy effectiveness. The study tries to analize the policy of Local Minimum Wage in Malang city in 2014, its implementation and constraining factors of those Local Minimum Wages. The research uses interactive analysis model as introduced by Miles and Hubermann. Implementing local minimum wage policy in Malang in 2014 has specific purposes. One of the purposes is to provide security facilities to workers in remuneration system with predefined rules. Another purpose of policy is related to the protection of labors. The study of local minimum wage policy implementation in Malang uses the model of policy implementation as introduced by Edward III. The model has four main variables, they are bureaucratic structure, resources include human resources and information resourcxes, communication, and disposition. The fourth variable supports the excellent achievement of policy implementation. The rule or regulation on the policy is to protect public in economic sector. It is understandable when the policy gives more attention to the needs of society and decent subsistent workers. Constraining factors can be seen at the respond given by relevant actors to the policy a such as employers organizations, worker unions, wage councils and local government. The first, company as employers organization doesn`t use wage scale system as suggested by the policy. The second, Lack of communication forum between company and worker union sounds very high. The third, Inability of small and big companies to pay minimum standard of worker wages. Lastly, disagreement and different opinion about wage scale applied between local wage council, employers organization and workers union that often occurs in tripartite communication forum.
