Abstract
Banyak urusan pemerintah daerah bermasalah karena kegagalan dalam perencanaan dan implementasi. Berbagai macam masalah harus menemukan solusi komprehensif. Oleh karena itu, harus ada lembaga think-tank sebagai laboratorium untuk menganalisis masalah yang ada di wilayah regional menggunakan bukti berdasarkan metode ilmiah tertentu, tidak hanya untuk menarik kesimpulan ilmiah untuk kepentingan pembuatan kebijakan pemerintah, tetapi juga pengembangan ilmu pengetahuan dan teknologi. Melalui UU No. 18/2002, pemerintah memberikan dasar hukum dari sistem penelitian, pengembangan, dan penerapan ilmu pengetahuan dan teknologi nasional. Tindak lanjut dari peraturan (UU No. 18/2002) adalah penerbitan Peraturan Menteri Dalam Negeri No. 33/2007 yang direvisi oleh Peraturan Menteri Dalam Negeri No. 20/2011 tentang `Pedoman untuk Implementasi Penelitian dan pengembangan (R & D) di Kementerian Dalam Negeri dan Pemerintah Daerah `. Secara eksplisit, Peraturan Menteri Dalam Negeri No. 33/2007 adalah awal dari memperkuat peran R & D dalam perjalanan pemerintah daerah. Sangat menarik untuk mengetahui bagaimana menjalankan institusi, terutama mengenai R & D sebagai lembaga dalam menetapkan `jembatan` tentang pengalihan pengetahuan dan transfer teknologi di antara publik, sektor swasta, dan pembuat kebijakan di wilayah tersebut. Dalam beberapa ide, Dengan menggunakan metode kualitatif, dipahami bahwa implementasi kebijakan R & D sebagai lembaga dipenuhi pengaruh pada proses pembuatan kebijakan pemerintah daerah.
English Abstract
Many local government affairs are problematic because of failures in planning and implementation. Various kinds of problems should find a comprehensive solution. Therefore, there should be a think-tank institution as a laboratory to analyze the existing problems in the regional area using the evidence based on specific scientific methods, not only to draw scientific conclusions for the benefit of government policy making, but also development of science and technology. Through Law No. 18/2002, the government provides the legal basis of the national system of research, development and application of science and technology. Follow-up of the regulations (Law No. 18/2002) is the issuance of the Minister of Home Affairs Regulation No. 33/2007 which was revised by Minister of Home Affairs Regulation No. 20/2011 concerning “Guidelines for Implementation of Research and Development (R&D) in the Ministry of Home Affairs and Local Government”. Explicitly, Minister of Home Affairs Regulation No. 33/2007 is the beginning of strengthening the role of R&D in the course of local government. It is interesting to know how to run an institution, particularly concerning R&D as an institution in establishing “a bridge" on transfer of knowledge and transfer of technology among the public, the private sector, and policy makers in the region. In several ideas, by using the qualitative method, it is understood that the implementation of the policy of R&D as an institution is met influence on local government policy-making process.
