Abstract

Penelitian ini menyelidiki efektivitas Undang-Undang Lokal nomor 15/2003 tentang memecahkan masalah kebersihan dan indah kota Mojokerto. Tindakan lokal ini bertujuan untuk menciptakan kebersihan dan keindahan kota Mojokerto, karena kebersihan dan indah sebagai salah satu kebutuhan hidup yang terus berlangsung oleh pemerintah kota dan masyarakat untuk mencapai kualitas lingkungan hidup yang baik. Bagaimana tujuan Undang-Undang Lokal tentang pengaturan Kebersihan Kota dan Indah di Kota Mojokerto telah dicapai dan apa yang mendukung dan melarang faktor dalam melakukan tindakan lokal pada pengaturan kebersihan kota dan indah di kota Mojokerto. Dalam penelitian ini menggunakan metode kualitatif dengan metode deskriptif. Berdasarkan hasil keseluruhan penelitian, dapat disimpulkan bahwa peraturan umum nomor 15 tahun 2003 tentang penerapan kebersihan dan keindahan peran pemerintah kota Mojokerto dikatakan tidak efektif dari tiga fokus adalah pemeliharaan dalam merawat jalanan, tempat umum dan area publik dan selokan di tepi jalan. Bimbingan dan pengawasan kegiatan pemeliharaan oleh kebersihan masyarakat. Pengadaan, peraturan dan pembentukan tempat pembuangan akhir dan akhir sementara, dan dikatakan efektif dalam dua fokus yang mengangkut sampah dari tempat pembuangan sampah sementara TPA, secara teratur dan aman. Dalam hal ini tanggung jawab Departemen Kebersihan dan. Pemusnahan dan pemanfaatan limbah dengan cara yang memadai. Peran peran sektor non-pemerintah dari sektor bisnis efektif. English Abstract

This research investigates the effectiveness of local act number 15/2003 on solving the problems of the Mojokerto city cleanliness and beautifulness. This local act is aimed to create the cleanliness and beautifulness of the mojokerto city, because cleanliness and beautifulness as one of the living needs that are kept continuely by both the city government and the community in order to achieve the good quality of living environment. How have the objectives of local act on the arrangement of city cleanliness and beautifulness in Mojokerto City been achieved and what are supporting and prohibiting factor in conducting of local act on the arrangement city cleanliness and beautifulness in Mojokerto City. In this research used qualitative method with descriptive method. Based on the overall results of the study, it can be concluded that general regulation number 15 of 2003 concerning the implementation of the cleanliness and beauty of the Mojokerto city governments role is said to be not effective from the three focus is the maintenance in caring around the streets, public places and public areas and gutter in the edge of the street; Guidance and supervision of maintenance activities by the community hygiene; procurement, regulation and establishment of temporary landfills and end, and is said to be effective in the two focus Transporting waste from landfills while the landfill, in an orderly and safe. In this case the responsibility of the Department of Hygiene and; Culling and utilization of waste in a manner adequate. The role of the role of non-government sectors from the business sector is effective. Public participation is maintaining hygiene parcels, village roads and drainage channels parcels, public areas and green open spaces within the urban environment is effective but not maximal yet with mutual aid activities every week.
