Abstract
Merujuk pada konsep pembangunan berkelanjutan (sustainability development), pengelolaan sumberdaya hutan yang berkelanjutan pun harus memperhatikan keberlanjutan pada aspek ekonomi, sosial, lingkungan, dan kelembagaan. Paradigma pengelolaan hutan secara desentralisasi memberi kesempatan kepada berbagai pihak untuk berperan serta dalam pengelolaan hutan. Isu perubahan iklim mendorong pengelolaan hutan agar sejalan dengan mitigasi dan adaptasi perubahan iklim sehingga dapat mengurangi emisi, deforestasi, dan degradasi hutan. Kepedulian masyarakat untuk berperan serta dalam kegiatan pengelolaan sumberdaya hutan yang lestari menjadi kunci utama keberhasilan pengelolaan sumberdaya hutan yang berkelanjutan terutama peran serta dari masyarakat yang tinggal di sekitar dan memanfaatkan sumberdaya hutan untuk memenuhi kebutuhan hidupnya setiap hari. Tujuan dari penelitian ini adalah mengidentifikasi faktor-faktor yang mempengaruhi keberlanjutan sumberdaya hutan, menganalisis dampak partisipasi masyarakat terhadap keberlanjutan sumberdaya hutan, dan menganalisis tingkat keberlanjutan sumberdaya hutan dalam program Pengelolaan Hutan Bersama Masyarakat (PHBM). Data dikumpulkan melalui survey atau observasi lapangan, wawancara dengan panduan angket, serta dokumentasi. Data dianalisis menggunakan scoring, analisis deskriptif, analisis regresi, analisis korelasi. Hasil penelitian menunjukkan bahwa faktor yang mempengaruhi keberlanjutan sumberdaya hutan dalam program PHBM adalah hubungan maupun pengaruh antara karakteristik individu petani hutan terhadap partisipasi petani hutan dalam program PHBM. Setelah uji validitas dan reliabilitas kepada 30 responden, angket digunakan untuk mengambil indikator yang memenuhi validitas dan reliabilitas kepada 110 responden. Berdasarkan hasil angket variabel karakteristik individu petani hutan didapatkan bahwa petani hutan di Desa Donowarih 62% memiliki 1-2 orang jumlah tanggungan keluarga, 64% memiliki pengalaman bertani 15-30 tahun, 70% menggarap lahan seluas ¾ - 1 ha, 64% ikut 1-2 organisasi masyarakat, 84% pernah ikut pelatihan atau penyuluhan PHBM, 98% istri cukup memahami (50%-75%) program PHBM, 66% sangat tergantung (75%-100%) terhadap sumberdaya hutan. Sedangkan variabel partisipasi petani hutan pada aspek ekonomi 46% menanam 4-5 jenis tanaman jangka pendek, 58% 2-3 kali atau cukup pernah mengikuti penjarangan, pada aspek sosial 76% 2-3 kali atau cukup pernah menghadiri undangan pelatihan atau penyuluhan pengelolaan sumberdaya hutan, 85% selalu mengikuti arisan, 98% 2-3 kali atau cukup pernah mengikuti patroli keamanan, pada aspek lingkungan 81% sangat memahami (75%-100%) pentingnya memelihara sumberdaya hutan, 68% sangat memahami (75%-100%) teknik penyadapan getah yang memenuhi kaidah konservasi, pada aspek kelembagaan 73% 2-3 kali atau cukup pernah menghadiri undangan rapat koordinasi, 94% cukup berani menyatakan pendapat atau usulan bila ada pernyataan yang kurang tepat. Melalui uji hipotesis koefisien korelasi, hubungan antara karakteristik individu petani hutan terhadap tingkat partisipasi petani hutan adalah sangat kecil, yaitu didapatkan thitung sebesar 0,017108. Melalui uji hipotesis koefisien regresi, pengaruh antara karakteristik individu petani hutan terhadap tingkat partisipasi petani hutan adalah negatif, yaitu didapatkan thitung sebesar -0,017148. Bisa dikatakan bahwa keberlanjutan sumberdaya hutan di Desa Donowarih hampir tidak dipengaruhi oleh adanya program PHBM. Hasil observasi dan wawancara di lapangan diketahui bahwa menjaga keberlanjutan sumberdaya hutan sudah menjadi bagian dari kearifan lokal yang masih terjaga dengan baik di Desa Donowarih, jauh sebelum ada program PHBM hingga sekarang.
English Abstract
Based on sustainability development concept, the forest resources management should consider to economic aspect, social aspect, environmental aspect, and institutional aspect. Forest management paradigm of decentralization system gives a chance for any stakeholders to take care in the forest management. Climate change issue propelled the forest management to take a walk with climate change mitigation and adaptation until it can reduce emission, deforestation, and forest degradation. Participation of the forest local community have an important rule key of the forest resources sustainability because the local community have rich of local wisdom. The purpose of this research was to identify the factors impact to the forest resources sustainability, to analyse the impact of community participation to the forest resources sustainability, and also to analyse the grade of forest resources sustainability through The Community Based Forest Resources Management Program (CBFM). The research data was collected through survey, observation, interview with questionnaire, and documentation. The research data analysed by scoring, descriptive, regression, and correlation analysis. Result of the research indicated that factors influencing forest resources sustainability in CBFM program were resulted from correlation and regression of the forest farmer individual character to the forest farmer participation in CBFM program. The questionnaire used for 110 respondents have been tested for validity and reliability. vii The forest farmer individual characteristics at Donowarih Village showed that 62% respondents have to support one to two family member, 84% respondents 2-3 times have ever joined of CBFM program training, 98% respondents have spouse which understood enough (50%-75%) to CBFM program, 66% respondents very depended (75%-100%) to the forest resources. While variable of the forest farmer participation in economical aspect found that 46% respondents planted 4-5 kinds of short term plants, 58% respondents 2-3 times have ever joined felled tree activity, in social aspect found that 76% respondents 2-3 times ever be present at invitation of forest management training, 85% respondents always joined social gathering, 98% respondents 2-3 times have ever joined forest security patrol, in environmental aspect found that 81% respondents very understood (75%-100%) the important of take care forest resources, 68% respondents very understood (75%- 100%) technique of tapped latex of pine tree which obey the conservation rule, in institution aspect found that 73% respondents 2-3 times attend to coordination meeting invitation, 94% respondents brave to speak up their mind if there was something feel so wrong. Through hypothesis test of correlation coefficient, the correlation score of forest farmer individual character to the forest farmer participation is 0,017108. While through hypothesis test of regression coefficient, the regression score of forest farmer individual character to the forest farmer participation regression score is -0,017148. So there are almost no impact of CBFM program to the forest resources sustainability. The forest resources sustainability have already save by how local wisdom manage their forest resources since long time ago before CBFM program was held
