Abstract

Perkembangan industri yang semakin meningkat di Indonesia membawa dampak positif bagi pertumbuhan perekonomian. Kota Malang merupakan salah satu wilayah dengan potensi industri yang tinggi dan berkembang sangat cepat. Kegiatan industri memiliki potensi dalam peningkatan nilai tambah produk hasil pertanian. Berdasarkan data yang diperoleh dari Dinas Perindustrian dan Perdagangan kota Malang tahun 2014, industri makanan ringan di kota Malang memiliki 2 sentra industri yaitu keripik tempe yaitu 309 unit industri dan marning jagung yaitu 15 unit. Permasalahan yang terkait dengan kondisi sentra yaitu manajemen, teknologi, dan sistem produksi. Untuk melakukan pengembangan skala usaha diperlukan alternatif strategi yang dirumuskan melalui identifikasi kinerja industri. Hasil identifikasi tersebut akan digunakan untuk merumuskan masing-masing prioritas sub strategi penguatan kinerja industri. Metode AHP merupakan alat yang sering digunakan dalam pengambilan keputusan, karena AHP memiliki kelebihan yaitu struktur yang berhirarki. Strategi yang paling penting diketahui melalui pembobotan dengan metode AHP. Metode TOPSIS merupakan metode multi kriteria yang mencari penyelesaian berdasarkan jarak terdekat dengan titik ideal positif dan jarak terjauh dengan titik ideal negatif. Metode TOPSIS mempunyai kelemahan, yaitu memerlukan bobot awal untuk mengolah data selanjutnya. Oleh karena itu perlu dilakukan penggabungan dengan metode MCDM lain untuk mendapatkan bobot awal yaitu AHP. Berdasarkan hasil pengolahan data menggunakan Criterium Decision Plus 3.0, didapatkan bahwa bobot hasil AHP pada elemen faktor yaitu, sistem produksi (0,413), manajemen (0,327), dan teknologi (0,260). Hasil bobot pada elemen tujuan yaitu, meningkatkan kualitas produk (0,548), meningkatkan produksi (0,172), meningkatkan kesempatan kerja (0,144) dan meningkatkan daya saing (0,136). Hasil bobot pada elemen strategi yaitu menjaga konsistensi kualitas (0,300), melakukan pengendalian mutu (0,227), meningkatkan inovasi produk (0,171), melakukan pelatihan tenaga kerja (0,168), dan menjaga ketersediaan bahan baku dan produk (0,134). Hasil bobot AHP tersebut kemudian diambil 3 strategi tertinggi yang masing-masing di prioritaskan sub strateginya menggunakan metode TOPSIS. Alternatif strategi tersebut adalah konsistensi kualitas, pengendalian mutu dan meningkatkan inovasi produk. Berdasarkan hasil perhitungan TOPSIS menggunakan software MS. Excel 2010, didapatkan bahwa prioritas sub strategi untuk strategi menjaga konsistensi kualitas adalah menjaga kebersihan bahan baku (43,802%). Prioritas sub strategi untuk strategi melakukan pengendalian mutu adalah melakukan proses produksi (60,038%). Prioritas sub strategi meningkatkan inovasi produk adalah melakukan variasi rasa pada produk (63,772%).

Malang is one of the regions with high industrial potential and is growing very fast. Industrial activities has the potential to increase in value-added agricultural products. Based on data obtained from the Department of Industry and Trade of the city of Malang in 2014, snack food industry in Malang has two industrial centers namely Tempe Chips are 309 industrial units and Marning Corn is 15 units. Problems related to the condition that the center management, technology, and production systems. To perform the necessary business scale development of alternative strategies formulated through identification of industry performance. The identification results will be used to formulate each priority sub-strategy of inforecement the performance of the industry. AHP is a tool that is often used in decision-making, as AHP has the advantages of its hierarchical structure. The most important strategy known through weighting with AHP method. TOPSIS method is a method of multi-criteria search for a settlement based on the shortest distance to the ideal point farthest distance with the positive and negative ideal point. TOPSIS method has a drawback, which requires the initial weight for further data processing. Therefore, it is necessary to merging with another MCDM method to get the initial weight is AHP. Based on the results of data processing using Criterium Decision Plus 3.0, it was found that the weight of the results of xvi AHP on the element factor, namely, the production system (.413), management (.327), and technology (.260). Results of weight on the element that is the goal, improving product quality (.548), increase production (.172), increasing employment opportunities (.144) and improve competitiveness (0.136). Results of weight to the element of strategy is to maintain consistency of quality (.300), perform quality control (.227), increase product innovation (.171), workforce training (.168), and maintain the availability of raw materials and products (.134). Results AHP weights are then taken three highest strategic each sub-strategy prioritized using TOPSIS method. The alternative strategy is the consistency of quality, quality control and improve product innovation. TOPSIS based on calculations using MS software. Excel 2010, it was found that the priority sub strategies to maintain the consistency of the quality of the strategy is to maintain the cleanliness of the raw material (43.802%). Priority sub strategies to strategies for quality control is the process of production (60.038%). Priority sub enhance the product innovation strategy is to sense variations in the product (63.772%)
