Abstract
Kota Batu sebagai Kota Wisata yang baru berkembang memiliki permasalahan dalam hal pengelolaan sampah. Hal ini terlihat dari 16 Desa/ Kelurahan yang ada, hanya 8 Desa/ Kelurahan saja yang bisa terlayani. Total timbulan sampah di Kota Batu per hari berkisar 475 m 3 /hari, namun yang terangkut sampai ke TPA tiap harinya hanya berkisar 245 m 3 /hari, atau 53% dari total timbulan. Pemda sebenarnya menyadari masalah ini, tetapi belum menemukan solusi jangka panjang yang tepat. Penelitian ini bertujuan untuk memperoleh gambaran perilaku 3R Masyarakat dalam mengelola sampah rumah tangga serta dalam penelitian ini akan dibangun usulan strategi pengelolaan sampah yang efektif dengan melibatkan masyarakat (sumber penghasil sampah) secara langsung. Penelitian ini adalah deskriptif kualitatif, yakni penelitian yang bermaksud mendeskripsikan suatu fenomena. Pengumpulan datanya menggunakan teknik wawancara, kuesioner dan observasi. Datanya dianalisis secara deskriptif-kualitatif yang kemudian hasilnya akan di analisa lagi menggunakan analisa SWOT. Dari hasil penelitian ini diketahui bahwa mayoritas perilaku 3R ( Reduce, Reuse, Recycle ) masyarakat Kecamatan Batu pada dasarnya masih belum kearah hakekat 3R yang sebenarnya. Pada dasarnya mereka masih berorientasi pada kondisi ekonomi dan efisiensi waktu dalam pengelolaan sampah rumah tangganya. Sistem pengelolaan sampah dengan pemberdayaan fungsi TPS dengan pendekatan perilaku 3R merupakan solusi paradigmatik. Problematika utama dalam pelaksanaan model ini adalah bagaimana mengubah paradigma “membuang sampah “menjadi” memanfaatkan sampah”.
English Abstract
Batu city as a newly developed tourism city has many problems in terms of the management of the garbage. It could be seen that from the 16 existing villages, only 8villages that could manage the garbage appropriately. The total garbage pile in Batu city is around 475 m 3 /day, but only about 245 m 3 /day or 53% from the total garbage pile that could be picked up to the final dumpster. The city government actually aware aboutthis garbage problem but they still have not found the suitable long-term solution for this problem. This research is aimed to get the image of the 3R (reuse, reduce, recycle) behavior in the society in the terms of managing the domestic waste. This research also gives the suggestion on the strategies of managing the garbage effectively by giving the society a part of this system directly, in which the society here has a very important role as the garbage producer. This research is basically a descriptive qualitative research, means that a research that is aimed to describe a phenomenonon. The data collection use the technique of interviewing, giving questionnaires and observation. In this research, the data has been anlyzed by the descriptive-qualitative method and then the results will be analyzed again using the SWOT analysis. As the results of the research, it could be seen that the majority of the people in Batu city region basically have not applying the 3R (Reduce, Reuse, Recycle) behavior. Basically they mostly still being oriented to the economical condition and the time efficiency in the terms of the domestic garbage management. The garbage management system by increasing the efficiency of the dumpster function by 3R behavior approach is a paradigmatic solution. The main problem in this model application is how to change the paradigm from “throwing the garbage” to “make use of the garbage”
