Abstract
PT. Pertamina (Perasero) merupakan salah satu perusahaan besar BUMN di Indonesia. Seiring dengan persaingan yang semakin ketat, PT. Pertamina (Persero) harus mengupayakan peningkatan kualitas kerjanya, salah satunya adalah mengenai aspek informasi mengenai pengadaan barang dan jasa (procurement). Untuk kemudahan dalam bertransaksi barang dan jasa di era modern ini, maka PT. Pertamina (Persero) menggunakan e-procurement sebagai media pencarian tender atau lelang. Agar layanan e-procurement tetap terjaga kualitas dari penggunanya, maka diperlukan framework Control Objectives for Information and Related Technology (COBIT) 5 IT Risk yang dapat digunakan sebagai panduan dalam melakukan monitor manajemen resiko TI di PT. Pertamina (Persero). Berdasarkan hal tersebut, maka dilakukan penelitian mengenai evaluasi manajemen resiko e-procurement di PT. Pertamina (Persero) menggunakan COBIT 5 IT Risk domain EDM (Evaluate, Direct, and Monitor) dan APO (Align, Plan, and Organise), yaitu pada subdomain EDM03 (Ensure Risk Optimisation) dan APO12 (Manage Risk). Penelitian dilakukan dengan penyebaran kuesioner, wawancara, dan observasi untuk mendapatkan nilai capability level dan maturity level. Berdasarkan data yang dihasilkan, nilai rata-rata capability level untuk domain EDM03 adalah 3 dan 1 untuk domain APO12. Untuk maturity level, nilai yang dihasilkan domain EDM03 adalah 3 dan 2 untuk APO12. Pada capability level, nilai rata-rata yang diharapkan yaitu mencapai tingkat 4 (Predictable Process) untuk domain EDM03 dan tingkat 2 (Managed Process) untuk domain APO12. Nilai rata-rata yang diharapkan untuk maturity level mencapai tingkat 4 (Predictable Process) untuk domain EDM03 dan 3 (Established Process) untuk domain APO12. Nilai analisis gap yang diharapkan untuk semua domain adalah 1 untuk capability level dan maturity level. Berdasarkan perhitungan nilai tersebut, maka dibuat analisis SWOT serta menyusun rekomendasi sebagai bahan pertimbangan untuk menutupi nilai analisis gap pada setiap proses yang terkait e-procurement.
English Abstract
PT. Pertamina (Persero) is one of the BUMN major state-owned enterprises in Indonesia. Along with the increasingly fierce competition, PT. Pertamina (Persero) should strive to increase the quality of his work, one of which is the aspect of information on procurement of goods and services (procurement). For ease in transacting goods and services in this modern era, so PT. Pertamina (Persero) using e-procurement as a media search of tender or auction. So that eprocurement services in order to maintain the quality of its users, the necessary framework Control Objectives for Information and Related Technology (COBIT) 5 IT Risk that can be used as a guide to monitoring the IT risk management at PT. Pertamina (Persero). Based on this, so the writers do the research regarding the evaluation of risk management of e-procurement in PT. Pertamina (Persero) using the COBIT 5 IT Risk with EDM domain (Evaluate, Direct, and Monitor) and APO (Align, Plan and Organise), namely the subdomain EDM03 (Ensure Risk Optimisation) and APO12 (Manage Risk). The research was conducted with questionnaires, interviews, and observations to gain value for capability level and maturity level. Based on the resulting data, the average value capability level for the EDM03 domain is 3 and 1 for APO12 domain. For maturity level, the resulting value EDM03 domain is 3 and 2 for APO12. At capability level, the average value which are expected reaching level 4 (Predictable Process) for the EDM03 domain and level 2 (Managed Process) for APO12 domain. The average value that are expected to reach the maturity level is level 4 (Predictable Process) for EDM03 domain and 3 (Established Process) for APO12 domain. Values gap analysis that are expected for all domains are 1 for capability level and maturity level. Based on the calculation of that value, then the writers made a SWOT analysis and develop the recommendations for consideration to cover the gap analysis value in any process related to e-procurement.
