Abstract

Pengelolaan Administrasi Desa secara Elektonik (PADE) merupakan sebuah inovasi baru Pemerintah Kabupaten Lamongan dalam rangka meningkatkan kualitas layanan publik sektor desa. Proses perencanaan dimulai pada tahun 2008 dan percobaan pada tahun 2013 dengan memilih 42 desa percontohan, salah satunya adalah Kantor Desa Brengkok Kecamatan Brondong. Proses evaluasi dilakukan untuk mengetahui apakah penerapan PADE telah sesuai dengan tujuan. Peneliti menerapkan penelitian berbasis deskriptif dengan mengunakan pendekatan kualitatif. Mengedepankan wawancara mendalam, observasi serta studi dokumen sebagai instrument penelitian. Selain itu, peneliti juga menggunakan teknik analisis data model atraktif dalam analis. Sebagai instrumen evaluasi, peneliti menggunakan kerangka Human-Organization-Technology(HOT)-Fit Model. Hasil evaluasi menggunakan kerangka HOT-Fit Model berdasarkan komponen yang ada menunjukkan bahwa penerapan sistem informasi PADE pada Kantor Desa Brengkok Kecamatan Brondong secara umum telah berjalan sesuai dengan tujuan dan harapan, meskipun masih terdapat beberapa kekurangan didalamnya.

English Abstract

Pengelolaan Administrasi Desa Elektronik is a new innovation Government Lamongan in order to improve the quality of public sector service village. . The planning process began in 2008 and the experiment in 2013 with the vote 42 model village,one of which is Brengkok Brondong. Evaluation process was conducted to obtain will the adoption of pade have consistent with the objectives. Researchers apply research based descriptive using a qualitative approach. Prefer in-depth interviews, observation and study documents as instrument research. In addition, researchers also use data analysis techniques attractive models in the analysis. As the evaluation indicators, researchers are using the framework of Human-Organization-Technology (HOT)-Fit the Model. The evaluation results using the framework of HOT-Fit Model based on component indicates that the application of the PADE Information system at Brengkok, Brondong generally already going well according the goal and expectation. Although there are still have some missfit in various dimensions.
