Abstract
Kabupaten Lumajang merupakan satu dari sebagian besar daerah di Indonesia yang masih menghadapi permasalahan ketidakmerataan sebaran guru dalam penyelenggaraan pendidikan di daerahnya. Bentuk ketidakmerataan tersebut terlihat dari rasio guru : siswa ideal yang belum terpenuhi dan adanya kelebihan dan kekurangan guru di sekolah-sekolah berbagai jenjang. Salah satu cara untuk mengatasi permasalahan ini yakni dengan melakukan penataan dan pemerataan sebaran guru melalui pendistribusian guru, dan untuk menghasilkan pendistribusian yang efektif dibutuhkan informasi mengenai sebaran guru dan kebutuhan guru. Sayangnya Pemerintah Kabupaten Lumajang belum memiliki media yang dapat memberikan informasi tersebut. Untuk itulah dirancang Sistem Informasi Pemetaan Sebaran Guru yang menghasilkan informasi mengenai sebaran guru dan kebutuhan guru melalui proses pemetaan dan penghitungan kebutuhan guru yang dilakukan dengan sistem. Sistem ini berbasis web dan diimplementasikan dengan bahasa pemrograman PHP. Selain itu, sistem ini juga telah diuji dengan pengujian fungsional dan pengujian usability dengan memberikan kuesioner pada pengguna sistem yang terdiri dari pengguna sistem diantaranya Staff Tata Usaha (TU) sekolah, Staff Kepegawaian Dinas Pendidikan Kabupaten Lumajang, dan Staff Badan Kepegawaian Daerah (BKD) Kabupaten Lumajang. Berdasarkan hasil pengujian-pengujian tersebut, sistem ini dirasa telah dapat memenuhi kebutuhan dalam memudahkan perolehan informasi sebaran guru dan kebutuhan guru.
English Abstract
Lumajang is one of the most areas in Indonesia which still faces problems of inequality in the distribution of teacher education provision in the region. This inequality can be seen from the unideal ratio of teachers to students and the excess and shortage of teachers in schools of various levels. One way to overcome this problem is by making the proportional distribution of teachers, and to produce an effective distribution needs information of distribution of teachers and teacher needs. Unfortunately, Lumajang Department of Education does not yet have a media that can provide such information. An Information System for Teachers Data Mapping is designed to yield information of the distribution of teachers and the needs of teachers through the process of mapping and calculating the needs of teachers. This system is web-based, implemented with the PHP programming language. In addition, this system has also been tested by the system users, including School Operators and Department of Education Staff. Based on these tests results, this system has been deemed to meet the needs of the teacher in acquiring information about teacher distribution in schools and schools’ needs of teacher.
