Abstract
Sistem Pendukung Keputusan Evaluasi Kinerja Penyidik Anggota Polri Dengan Menggunakan Metode Promethee Banyak Kasus Yang Ditangani Oleh Kepolisian Daerah (Polda) Tidak Bisa Terselesaikan Dengan Tuntas. Salah Satu Penyebabnya Adalah Evaluasi Hasil Pemantauan Penyidik Yang Dilakukan Kurang Efektif Dan Kurang Cermat Karena Hanya Menjumlahkan Saja Nilai Kriteria Yang Ada Dan Mengesampingkan Kualitas Dari Kriteria Penilaian Itu. Hal Ini Akan Menyebabkan Sulitnya Menentukan Kinerja Baik Atau Buruk Dari Penyidik. Untuk Membantu Dalam Penentuan Kinerja Penyidik Ini Diperlukan Suatu Sistem Pendukung Keputusan Yang Dapat Mengevaluasi Kinerja Penyidik Dengan Memberikan Perankingan Kinerja Penyidik Dengan Mempertimbangkan Bobot Dari Setiap Kriteria Yang Ada. Salah Satu Metode Pengambilan Keputusan Yang Banyak Digunakan Untuk Evaluasi Atau Perangkingan Penyidik Ini Adalah Metode Preference Ranking Organization Method For Enrichment Evaluation ( Promethee ), Yaitu Metode Penentuan Urutan (Prioritas) Dengan Multikriteria Yang Disebut Dengan Multi Criterion Decision Making (Mcdm). Metode Promethee Yang Diterapkan Pada Skripsi Ini Mempunyai Karakteristik Yang Sederhana, Lebih Jelas Dalam Perhitungan, Stabil Dan Lebih Mudah Dipahami Sehingga Diharapkan Menghasilkan Suatu Solusi Yang Tepat Dan Trasparan. Pada Skripsi Ini, Hasil Perhitungan Manual Yang Diterapkan Selama Ini Di Polda Dibandingkan Dengan Aplikasi Sistem Dengan Metode Promethee . Hasil Perbandingan Menunjukkan Bahwa Terdapat Kesesuaian Sebesar 69,66%. Sehingga Dengan Demikian Dapat Disimpulkan Bahwa Metode Promethee Dapat Diimplementasikan Dengan Baik Pada Aplikasi Evaluasi Kinerja Penyidik
English Abstract
Decision Support System Performance Evaluation Of Investigators Police Member By Using Promethee Method Many Cases That Were Handled By The Regional Police (Polda) Cannot Be Resolved Completely. The Reason Is That The Evaluation Of The Monitoring Results Of The Investigator Performed Was Ineffective And Inaccurate Due To The Existing Criteria Just Adding Up Exclusion Of The Quality Of The Assessment Criteria. The Result Evaluation Would Be Difficult To Classify A Good Or Bad Performance Of The Investigator. To Assist In The Determination Of The Performance Investigators Required A Decision Support System (Dss) To Evaluate The Performance Of The Investigator Including The Ranking Performance And Weight Of Each Criteria Exist. The Decision Support System Method Which Is Widely Used For Evaluation Or Investigation To Determine The Ranking Priority Is The Preference Ranking Organization Method For Enrichment Evaluation (Promethee) With Multi Criteria Called As Multi Criterion Decision Making (Mcdm). Promethee Methods That Has Been Applied In This Script Has Characteristic As Follows: Simplicity, More Clear In The Calculation, Stable And More Understandable And Expected To Produce A Proper And Transparent Solution. In This Script, The Manual Calculation Usually Adopted In Polda Has Been Compared With The Application System With Promethee Method. The Comparison Shows That There Is Conformity Of 69.66 %. The Conclusion Is That, The Promethee Method Could Be Implemented To Determine The Performance Of The Police Investigator
