Abstract
Sidoarjo merupakan salah satu kabupaten di Provinsi Jawa Timur yang dikenal sebagai penyangga utama Kota Surabaya dan termasuk kawasan Gerbangkertosusila. Perikanan, industri dan jasa merupakan sektor perekonomian utama Kabupaten Sidoarjo. Kegiatan ekonomi sektor industri merupakan sektor yang memberikan kontribusi terbesar terhadap pembentukan PDRB Kabupaten Sidoarjo, yaitu sebesar 50,96%, maka industri gula yang terdiri dari empat pabrik gula milik BUMN di Kabupaten Sidoarjo merupakan salah satu dari industri yang memberikan kontribusi tersebut yaitu PG. Watoetoelis, PG. Kremboong, PG. Toelangan, dan PG. Candi Baru. Direktorat Jenderal Perkebunan Kementerian Pertanian (Kementan) mencatat produksi gula dari perusahaan BUMN di tahun 2014 hanya memberi kontribusi sebesar 60% yaitu sebesar 1,51 juta ton dari total produksi nasional sebesar 2,58 juta ton, padahal kebutuhan gula nasional mencapai 5,7 juta ton pada tahun 2014. Untuk itu diperlukan rekomendasi untuk meningkatkan kinerja industri pabrik gula di Kabupaten Sidoarjo. Tujuan penelitian adalah untuk mengetahui potensi dan masalah industri pabrik gula di Kabupaten Sidoarjo dan untuk mengetahui rekomendasi yang digunakan untuk meningkatkan kinerja industri pabrik gula di Kabupaten Sidoarjo. Metode analisis yang digunakan adalah metode deskriptif dalam mencari potensi dan masalah industri pabrik gula di Kabupaten Sidoarjo, analisis akar masalah dan akar tujuan, analisis linkage system, serta analisis AHP untuk mencari rekomendasi yang tepat dalam meningkatkan kinerja industri pabrik gula di Kabupaten Sidoarjo. Hasil dari analisis potensi masalah yaitu potensi yang ada di industri gula Kabupaten Sidoarjo yaitu dari aspek tenaga kerja, aspek pemasaran, dan aspek keterkaitan. Kemudian masalah yang ada di pabrik gula Kabupaten Sidoarjo yaitu dari aspek tenaga kerja, aspek teknologi, aspek pemasaran, aspek bahan baku, dan aspek kebijakan. Untuk hasil analisis AHP didapatkan rekomendasi untuk masing-masing alternatif dimana urutan prioritas peningkatan kinerja industri pabrik gula Kabupaten Sidoarjo yaitu peran serta pemerintah dalam meningkatkan kinerja industri pabrik gula khususnya aspek bahan baku dengan cara melakukan perluasan lahan areal tebu dan optimalisasi proses budidaya tebu. Kemudian peringkat kedua yaitu peningkatan kualitas sumber daya manusia melalui penyerapan tenaga kerja yang mengutamakan keahlian dan melakukan pelatihan untuk tenaga kerja pabrik gula. Pemakaian mesin-mesin produksi yang lebih canggih dan tepat serta peningkatan kapasitas giling pabrik. Alternatif terakhir yaitu perluasan daerah pemasaran hasil produksi terutama daerah di luar Provinsi Jawa Timur menjadi urutan terakhir dalam upaya meningkatkan kinerja industri pabrik gula di Kabupaten Sidoarjo.
