Abstract
Bencana Lumpur Sidoarjo telah mengakibatkan kerugian fisik, kerugian sosial, ekonomi serta gangguan sosial psikologis. Akibat banyaknya rumah yang tenggelam oleh lumpur, membuat korban harus bermukim di tempat lain. Pada 2009, PT. Lapindo Brantas Inc. menawarkan skema ganti rugi cash and resettlement. Pemerintah Kabupaten Sidoarjo bersama PT. Minarak Lapindo Jaya dan PT. Mutiara Manshur Sejahtera selaku developer membangun perumahan skala besar yang diberi nama Kahuripan Nirwana Village yang diperuntukkan bagi korban yang menyetujui skema tersebut. Penelitian bertujuan untuk meminimalisir dampak negatif akibat dari perubahan sosial, ekonomi dan psikologi yang terjadi pada masyarakat korban bencana alam yang harus direlokasi dengan menggunakan analisis tabulasi silang dan regresi multilinear. Tabulasi silang untuk membandingkan kondisi sosial dan ekonomi antara hunian lama dan hunian KNV sedangkan analisis korelasi dan regresi multilinear untuk mengetahui pengaruh perubahan sosial, ekonomi dan psikologi terhadap kepuasan bermukim di KNV. Hasil tabulasi silang menyatakan terjadi perubahan sosial yang meliputi perubahan kondisi dan kualitas pelayanan sarana dan prasarana menjadi lebih baik, serta perubahan jaringan sosial dan integrasi masyarakat dan perubahan jaringan keluarga dekat yang menjadi lebih buruk di KNV. Selain itu terjadi pula perubahan ekonomi yang meliputi pendapatan yang meningkat, sektor pekerjaan buruh pabrik menurun, penurunan jumlah aset rumah tangga dan peningkatan kondisi aksesibilitas. Hasil analisa regresi perubahan sosial menunjukkan variabel perubahan sarana prasarana berpengaruh paling besar, sedangkan regresi perubahan ekonomi menunjukkan variabel perubahan pendapatan berpengaruh paling besar, dan pada regresi kepuasan bermukim menunjukkan variabel perubahan sosial berpengaruh paling besar.
English Abstract
Sidoarjo mudflow disaster has resulted in physical harm, social deprivation, economic, and social psychological disorders. Due to the number of houses soaked by mud, making the victims should be settled elsewhere. In 2009, PT. Lapindo Brantas offering compensation scheme cash and resettlement. Sidoarjo government with PT. Minarak Lapindo Jaya and PT. Mutiara Manshur Sejahtera as the developer build large-scale housing named Kahuripan Nirwana Village intended for victims who approve the scheme. The study are minimize the negative impacts of social, economic and psychological changes to the victims who should be relocated by using cross-tabulation analysis and multilinear regression. Cross-tabulation use to compare the social and economic characteristics between the old and the KNV residential, while correlation analysis and multilinear regression use to determine the influence of social, economic, and psychological changes toward satisfaction of living in KNV. Cross-tabulation results said there were social changes which includes change of condition and quality of services facilities and infrastructure to be better , as well as changes in social networks and integration of the community and changes in a network of close family who became worse in KNV. In addition there is also economic changes that include declining income , declining factory job worker sector, declining number of household assets and increase accessibility conditions. Regression analysis resulted that infrastructure variable affect the most to social changes while, income variable affect the most to economic changes, and social changes affect the most to living satisfaction.
