Abstract
Kemacetan yang terjadi di Jalan Mayjen Sungkono, Kota Malang menjadi latar dalam program pemerintah Kota Malang untuk membangun jembatan layang sebagai pemecahan masalah. Untuk mewujudkan pembangunan jembatan tersebut dibutuhkan pembebasan tanah dan bangunan milik 53 KK dengan luas lahan 8806m2. Namun pembebasan tersebut terkendala pada penetapan nilai ganti kerugian. Dalam mencapai kesuksesan proses pengadaan tanah dibutuhkan proses pengadaan tanah yang sesuai dengan kebijakan pengadaan tanah untuk kepentingan umum, serta dibutuhkan pula peran tim pengadaan tanah untuk mempermudah proses pengadaan tanah. Oleh karena itu, tujuan utama penelitian ini adalah meningkatkan kemampuan pemerintah untuk melakukan proses negosiasi dengan stakeholder lain dalam proses pengadaan tanah untuk kepentingan umum. Penelitian ini menggunakan analisis isikebijakan dengan variabel agent, tugas agen, settings, waktu dan informasi untuk menilai kesesuaian pelaksanaan proses pengadaan tanah dan analisis stakeholder untuk mengidentifikasi peran dan hubungan antara anggota Tim Pengadaan tanah dengan variabel pengaruh, kepentingan dan hubungan. Hasil penelitian menunjukkan bahwa secara keseluruhan proses pengadaan tanah Jembatan Kedungkandang sesuai dengan kebijakan berlaku, hanya saja variabel waktu pada sosialisasi dan penilaian ganti kerugian melebihi dari jangka waktu yang ditetapkan oleh pemerintah. Sedangkan peran tim pengadaan tanah berdasarkan pengaruh dan kepentingannya dikatagorikan menjadi key player, context setter dan crowd dengan hubungan komunikasi, koordinasi dan kerjasama antara tim pengadaan tanah.
English Abstract
Congestion in Mayjen Sungkono street, Malang becomes background in Malang government program to build an overpass as problem solving. To implement the construction of the bridge need to acquit land and buildings belonging to 53 families with total area of 8806m2. However it constrained in the determination of the value of compensation. To achieve the land acquisition process requires land acquisition process in accordance with the policy of land acquisition for public purposes, and also the involvement of the procurement team to ease the land acquisition process. Therefore, the main objective of this research is to improve the governments ability to conduct negotiations with other stakeholders in the process of land acquisition for public purposes. This study uses content analysis with variables are agent, agent tasks, settings, time and information to assess the suitability of the implementation process of land acquisition and stakeholders analysis to identify roles and relationships between members of the land Procurement Team with variables are influences, interests and relationships. The results shows that the overall process of land acquisition in Kedungkandang Bridge has appropriate with the policies but variable of time on socialization and assessment of damages is excess of the government period. While the role of the procurement team based on the influence and importance of land categorized into key players, context setters and the crowd with a relationship in communication, coordination and cooperation between land acquisition team
