Abstract

Kawasan Tugu Kota Malang memiliki karakteristik yang unik dan mampu menarik pergerakan yang besar. Kepadatan lalu lintas di kawasan tersebut cukup tinggi pada jam puncak, sehingga mengurangi tingkat keramahan pengguna jalan. Penelitian ini bertujuan untuk mengetahui kemungkinan penerapan Transportation Demand Omotenashi (TDO) di wilayah studi. Transportation Demand Omotenashi (TDO) adalah suatu konsep penerapan Transportation Demad Management (TDM) dengan menonjolkan keunikan kawasan, berdasarkan tiga variabel yaitu keramahan, kehangatan dan kekeluargaan. Penelitian ini mengidentifikasi aspek keramahan dalam konsep omotenashi di Kawasan Tugu serta memberikan arahan pengembangan. Aspek keramahan diidentifikasi berdasarkan geometrik, kinerja jalan dan pedestrian way serta kepuasan penumpang terhadap pelayanan angkutan umum. Penelitian ini menggunakan Customer Satisfaction Index (CSI) untuk menganalisis kepuasan penumpang angkutan umum dan Analytic Hierarchy Process (AHP) untuk pembobotan parameter. Hasil penelitian menunjukkan aspek keramahan Kawasan Tugu bernilai 2,35 berdasarkan interval 0 sampai 3 atau dalam kategori ramah. Strategi pengembangan untuk meningkatkan keramahan antara lain dengan perbaikan pelayanan angkutan umum, pembatasan kendaraan pribadi, manajemen parkir, penyediaan fasilitas pendukung, monitoring dan evaluasi.

English Abstract

Tugu site is a part of the city centre in Malang city. It has unique characteristic and it was able to attract a large movement. The main purpose of this research is to examine the possibility of Transportation Demand Omotenashi (TDO) applications in Tugu site. TDO is the application of the concept of Transportation Demand Management (TDM), but omotenashi here highlight the uniqueness of the region based on three variables: hospitality, warmth and familiarity. This research identified the hospitality in Tugu sites and analyzed the strategic for improving. The hospitality identified based on geometric, performance of streets, performance of pedestrian way and Customer Satisfaction Index (CSI). This research used CSI to analyze the satisfaction of public transport users toward public transport services and Analytic Hierarchy Process (AHP) to analyze the parameter weights. The result showed that the hospitality in Tugu sites had 2,26 from interval 0 to 3, which is included in good hospitality categories. The development strategics for hospitallity are the improvement of public transport services, the restriction of private vehicle, parking management, providing the supported facilities, monitoring and evaluation.
