Abstract
Akses terhadap air minum di Indonesia saat ini perlu mendapat prioritas. MDGs menargetkan pelayanan air bersih PDAM untuk masyarakat Jawa Timur pada tahun 2015 adalah 60,3%, tapi hanya akan tercapai 55%. Oleh karena itu perlu pengelolaan air bersih diluar sistem perpipaan PDAM. Desa Sumberrejo merupakan salah satu desa yang mampu mengelola sumber mata air dengan mendirikan lembaga HIPPAM Tirta Buana. Terealisasinya pengelolaan air bersih tersebut tidak terlepas dari peran kepala desa dan masyarakatnya. Oleh karena itu, perlu untuk menelusuri partisipasi masyarakat melalui struktur sosial masyarakat sehingga HIPPAM bisa terbentuk. Metode yang digunakan dalam penelitian ini adalah metode SNA (Social Network Analysis) untuk mengetahui jaringan sosial masyarakat Sumberrejo yang diukur melalui densitas , sentralitas dan tingkat partisipasi. Dari perhitungan SNA dapat diketahui bahwa nilai densitas, sentralitas, dan tingkat partisipasi masyarakat HIPPAM lebih tinggi daripada non HIPPAM. Hal ini menunjukkan bahwa jaringan yang dibentuk masyarakat HIPPAM lebih sempit dibandingkan non HIPPAM. Ikatan yang terbentuk dari masyarakat HIPPAM lebih kuat daripada masyarakat non HIPPAM sehingga penyebaran informasi pada masyarakat HIPPAM akan lebih mudah dibandingkan dengan masyarakat non HIPPAM. Oleh karenanya, peningkatan interaksi antar responden akan memungkinkan untuk peningkatan jumlah anggota HIPPAM sebagai salah satu pengembangan dalam pemenuhan kebutuhan air bersih di Desa Sumberrejo.
English Abstract
Access to potable water in Indonesia currently needs to get priority. The MDGs target for PDAM services in East Java community by 2015 is 60.3%, but only reached 55%. Therefore it is necessary to manage water supply systems outside PDAM. Sumberrejo village is one of the villages that are able to manage water resources by establishing HIPPAM Tirta Buana. Realization about the management of clean water supply is inseparable from the role of head of villages and communities.Hence, it is important to investigate about community participation by having loked at social structure so that HIPPAM can be build. The methods used in this research is SNA (Social Network Analysis) to find out the social networks community as measured by density, centrality and level of participation. From SNA method we can find that the value of the density, centrality, and rate of participation of HIPPAM community is higher than non HIPPAM community. This result indicates that the network created by HIPPAM community is narrower than non HIPPAM community. In addition, the bonds that are formed from the HIPPAM community is stronger than non HIPPAM HIPPAM community so that the dissemination of information on HIPPAM community will be easier than non HIPPAM community. Therefore, increased about interaction between respondents will allow for an increase the number of members of HIPPAM as one of the development program to access for potable water in Sumberrejo village.
