Abstract
Akses terhadap air bersih masih menjadi masalah lokal maupun global. Melalui beberapa program, Pemerintah berusaha meningkatkan pelayanan air bersih pedesaan, namun dalam pengoperasian dan pemeliharaannya masih banyak mengalami kegagalan. Kodatie menyebutkan bahwa pembangunan akan berhasil jika melibatkan partisipasi masyarakat, dimana partisipasi adalah salah satu bentuk respon masyarakat terhadap bantuan. Sehingga dilakukan penelitian terkait respon masyarakat dalam bantuan yang dianalisis menggunakan evaluasi bantuan dan identifikasi sistem penyediaan air bersih, kemudian merumuskan tipologi struktur sosial yang terbentuk dari jaringan sosial yang dianalisis menggunakan Social Network Analysis (SNA). Hasil perhitungan evaluasi bantuan diketahui bahwa indikator dengan nilai capaian rendah adalah responsivitas dan keberlanjutan. Hasil perhitungan kebutuhan air domestik adalah sistem penyediaan air bersih yang ada sudah dapat memenuhi kebutuhan air bersih domestik masyarakat Dusun Ngapus namun respon masyarakat dalam pengelolaan masih rendah. Hasil perhitungan SNA adalah jaringan sosial yang terbentuk memiliki ikatan yang kuat, kelembagaan yang ada terdiri dari kelembagaan tingkat dusun dan desa, serta setiap individu memiliki peran dan hak yang sama. Sehingga tipologi modal sosial yang terbentuk adalah Bridging Social Capital dimana pemberdayaan masyarakat lebih mudah dilakukan. Meski jaringan sosial yang terbentuk kuat, namun respon masyarakat terhadap pengelolaan bantuan masih rendah karena belum ada kelembagaan yang khusus bergerak dibidang pengelolaan tersebut.
English Abstract
Both locally and globally, the access of clean water is still a problem. Through some programs, Indonesian government have been trying to improve the service on clean water for rural areas. However, the operation and the maintenance often end in failures. Kodatie font that development will succeed if involves the participation of the society, participation is one of the forms responses from the community to help that could be responsed. So will be done or related to community response in aid that analyzed using evaluation aid and identification systems for the provision clean water, social structure then formulate typology which is composed of social networking analyzed using Social Network Analysis (SNA). The counting on the aid evaluation shows that the indicators with low attainment value are the responsibility and continuity. Based on the counting on the domestic water need, it is known that the existing water supply system has been able to fulfill the domestic needs of the residents in Dusun Ngapus, but the response community in management is still low. From the calculation SNA known that social network that has formed a strong ties, the institution that is made up of institutional high hamlets and villages, and every individuals role and equal rights in extend ideas. So typology social capital that has been established is Bridging Social Capital where community empowerment will be easier to be done. Social network even though it has been established strong response societies, but citizen’s respon on management assistance is still low because there is no institutional generate in a specific water program.
