Abstract
TPA Supit Urang merupakan Tempat Pembuangan Akhir sampah yang terletak di Kelurahan Mulyorejo, Kecamatan Sukun Kota Malang. Volume sampah yang masuk ke TPA setiap harinya adalah 420 ton, komposisi sampah yang masuk ke TPA Supit Urang didominasi oleh sampah organik, yaitu dengan presentase sebesar 64,9 % dari seluruh total volume. Terdapat 217 pemulung yang bekerja di TPA Supit Urang, namun belum terdapat manajemen dan pengontrolan terkait kegiatan tersebut. Hal ini mengakibatkan terjadinya pelanggaran yang mengganggu operasional alat kerja TPA dan membahayakan keselamatan pemulung. Hasil akhir dari penelitian ini yaitu rekomendasi pengelolaan sampah dengan ketelibatan pemulung untuk TPA Supit urang diharapkan dalam bentuk manajemen dan kontrol. Perumusan rekomendasi dilakukan dengan mengevaluasi sistem operasional, mengidentifikasi kontribusi pemulung dan melakukan identifikasi manajemen pemberdayaan. Evaluasi sistem operasional dengan analisis scoring digunakan sebagai dasar penentuan ada atau tidaknya keterlibatan pemulung di TPA. Manajemen pemberdayaan dilakukan dengan penyediaan lokasi dari hasil pembagian zonasi dan sistem pengangkutan serta faktor pemberdayaan dari analisis regresi. Pengurangan volume sampah oleh pemulung di TPA Supit Urang mencapai 1,9% dan mengurangi biaya operasional sebesar 1,26%. Lokasi fasilitas pemilahan, pengemasan dan penyimpanan sementara untuk pemulung berada pada zona budi daya terbatas dengan jarak 800 m dari sel aktif. Rekomendasi untuk manajemen pemulung dirumuskan berdasarkan faktor yang berpengaruh pada pemberdayaan pemulung yaitu kelembagaan, jarak rumah dan kegiatan
English Abstract
Supit Urang Landfill is located in the Mulyorejo Village , Sukun District, City of Malang. Operations of Supit Urang landfill began in 1990 with open dumping system. The volume of waste that goes to landfill is 420 tons per day , the composition of waste in Supit Urang Landfill is dominated by organic waste , with a percentage of 64.9 % of the total volume. There are 217 scavengers who work at the Supit Urang Landfill, but there aren’t management and control related activities. Without the scavenger’smanajement there are many violations that distrurb the operational tools that interfere with landfill work and also endangering the scavengers. The result of this research is to formulate the management of waste to Supit Urang landfill with scavengers contribution. Formulation of recommendations made by evaluating operational systems, identifying the contribution of scavengers and identifying management of empowerment. Evaluate of operational systems is with scoring analysis, the result used as a basic for determining the presence or absence of involvement of scavengers at the landfill. Empowering management is done by providing the location based on the divisionof zoning and transport systems and the empowerment factor of regression analysis. Reduction in the volume of waste by landfill scavengers supit Urang reached 1.9% and reduce operating costs by 1.26%. Location of sorting facilities, packaging and temporary storage for the scavengers is in limited cultivation zone with a distance of 800 m from the active cell. Recommendations for the management of scavengers formulated based on factors that affect the institutional empowerment scavengers, home range and activity.
