Abstract
Undang-undang nomor 26 tahun 2007 tentang Penataan Ruang, menyebutkan bahwa daerah tertinggal termasuk ke dalam kawasan strategis dari sudut pandang pertumbuhan ekonomi. Kementerian Pekerjaan Umum menyebutkan bahwa indikasi awal dari daerah tertinggal dapat dilihat dari jumlah masyarakat miskin. Berdasarkan data Pendataan Program Perlindungan Sosial Tahun 2009, salah satu desa dengan jumlah masyarakat miskin terbesar di Kabupaten Kediri yaitu Desa Tarokan (53,5%). Berdasarkan data tersebut, maka Desa Tarokan dijadikan sebagai wilayah studi dalam penelitian ini. Tujuan penelitian ini yaitu untuk mengetahui tipologi Desa Tarokan sebagai desa tertinggal, mengetahui faktor-faktor yang mempengaruhi ketertinggalan Desa Tarokan, dan menyusun rekomendasi pengembangan Desa Tarokan. Metode analisis yang digunakan yaitu analisis tingkat pelayanan sarana prasarana, analisis ketertinggalan desa, analisis faktor, analisis hierarki proses (AHP), analisis akar masalah, dan analisis kebijakan. Hasil dari penelitian ini yaitu Desa Tarokan berada pada tipologi B1 yaitu desa dengan ketersediaan prasarana dasar wilayahnya sedang, ketersediaan sarana wilayahnya rendah, dan kehidupan masyarakatnya rendah. Berdasarkan analisis faktor dan AHP terdapat 15 komponen yang mengelompok menjadi 5 faktor dengan nilai prioritas yaitu faktor sarana dan pendidikan terakhir (44,3%), faktor infrastruktur dan sumberdaya alam (29,8%), faktor pendukung perkembangan industri (15,9%), faktor air bersih dan ekonomi (6%), dan faktor geografis (4%). Setelah diketahui nilai prioritas masing-masing faktor, maka dipilih prioritas pertama yaitu faktor sarana dan pendidikan terakhir yang kemudian akan disusun rekomendasi untuk pengembangan Desa Tarokan.
English Abstract
The law number 26 of 2007 abaut Spatial Planning, said that underdeveloped areas are included in strategic region from the standpoint of economic growth. Ministry of Public Works said that early indications from underdeveloped areas can be seen from the number of poor. Based on data from the Social Protection Data Collection Program in 2009, one of the villages with the largest number of poor people in Tarokan Kediri is Tarokan Village (53.5%). Based on these data, the Village Tarokan is used as a study area in this research. The purpose of this study is to determine the typology Tarokan village as the left behind village, to know the factors that influence the left behind of Tarokan village, and make recommendations of Tarokan Village development. The analytical method is used the analysis of the level of service infrastructure, rural backwardness analysis, factor analysis, analytical hierarchy process (AHP), root cause analysis, and policy analysis. The results of this study are Tarokan has B1 typology that the village with middle availability of infrastructure, low availability of basic facilities and and low life of people.. Based on AHP and factor analysis there are 19 components which make cluster into five factors with priority vectors are factor of facilities and last educational (44.3%), infrastructure and natural resources factor (29.8%), the factors supporting the development of the industry (15.9% ), clean water and economic factors (6%), and geographical factors (4%). After knowed about the value of priority vector, then the first priority is selected. From the first priority will be knowed recommendations of Tarokan village development.
